Technical Committee20/Subcommittee 14 (TC20/SC14) "Space Systems and
Operation". Statement of Work as Follow for Solicitation Number
1-8-EL-C0582: Organizational and Operational Support for ISO Technical
Committee20/Subcommittee 14, "Space Systems and Operations" 1.0
Background: ISO Technical Committee20/Subcommittee 14 (TC20/SC14),
referred to below as "the Subcommittee," is the major international
forum for development, negotiation and establishment of
multi-disciplinary standards for space systems and operations.
International standards in this area are of direct benefit to NASA, not
only in international cooperative programs, but also, where accepted by
U.S. industry, in NASA s interactions with its suppliers. 2.0 Specific
Tasks: As the U.S. Secretariat for the Subcommittee, the Contractor
shall support NASA interests by performing the following tasks: 2.1 The
contractor shall develop, coordinate and maintain a Strategic Plan and
Program of Work for the Subcommittee which reflect the needs of the
participants, including NASA. 2.2 The contractor shall organize and
conduct at least annualPlenary Meetings of the Subcommittee as a forum
for the cooperative development of international space standards. This
shall be accomplished in cooperation with the Chairman of the U.S.
delegation to TC20/SC14. 2.3 The contractor shall support the
establishment and operation of a U.S. Technical Advisory Group (TAG) to
the Subcommittee to develop U.S. recommendations for the work program,
coordinate activities of the subordinate Working Groups, establish
U.S. positions on new proposals, draft standards and other actions
required to support U.S. participation in the Subcommittee, and to
promote participation of U.S. industry in the activities of the
Subcommittee. 2.4 The contractor shall provide for NASA membership and
participation in the U.S. TAG for TC20/SC14. 2.5 The contractor shall
develop a maintain a World Wide Web homepage as a source for
information on the activities of the TC20/SC14 Subcommittee. 3.0

August 1999. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items
from the American Institute of Aeronautics and Astronautics (AIAA),
1801 Alexander Bell Drive, Reston, VA 21091. The Government intends to
acquire a commercial item using FAR Part 12. Interested firms have
until September 9, 1998, to submit in writing to the identified point
of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after September 9, 1998, will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. The quoter
shall state in their quotation their size status for this procurement.
Services to MSFC is required within a Period of Performance: September
1998 to August 1999. The DPAS rating for this procurement is DO-C9.
