award of a combination firm fixed-price, time and material and
indefinite delivery type contract. The contract will consist of a base
period plus four (4) twelve (12) month option periods. Full
performance is anticipated to start on or about 01 June 1999 and
continue, for the base period, to 30 September 1999. The contractor
shall provide Base Level Information Infrastructure (BLII) services to
support the Naval Computer and Telecommunications Station (NCTS) Guam
Base Communication Office (BCO) on the Territory of Guam. Services are
to include all functions associated with the administration,
installation, operation, maintenance and provisioning of the
telecommunication network. The BLII is comprised of the systems and
telecommunications equipment of the Defense Systems Network (DSN), the
Multifunction Switch (MFS) and the Guam Navy Metropolitan Area Network
(MAN). The Standard Industrial Classification code is 8744 and the
annual size standard is $20 million. This acquisition is part of an
A-76 cost comparison study being conducted on the NCTS Guam BCO in
accordance with the OMB Circular A-76 Cost Comparison procedures. This
A-76 cost comparison study will examine the possibility of converting
Government "in-house" operations to contractor operations. It will
result in a cost comparison between the Government and the best value
private sector offeror. The best value private sector offeror will
compete against the Government's Most Efficient Organization (MEO) to
determine who can provide the services under CA study at the best cost
to the Government. A Site Visit/Pre-Proposal Conference is anticipated
to be held at NCTS on the Territory of Guam approximately 2 or 3 weeks
after the solicitation is issued. The Site Visit/Pre-Proposal
Conference will be for a duration of five days. Further information and
the specific location will be included in the solicitation. For
information purposes, the draft Performance Work Statement (PWS) is
currently located on the Internet at the following address

Acquisition Regulation (FAR) clause at 52.217-8, Option to Extend
Services will be incorporated in the solicitation and resulting
contract. All responsible sources may submit a proposal which shall be
