The Bureau of Reclamation intends to issue a Purchase Order to Mr. Richard Wahl for consultation services to support the CALFED Bay-Delt Program acting as the sole consultant to Reclamation and CALFED regarding the financial policies and implementation methods of the program. The prerequisite for this award is extensive economics, with emphasis on water resource projects and public finance. The proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. No solicitation exists and this notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication to this synopsis will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
