(JTMO) intends to procure commercial U.S. flag breakbulk and
containerized ocean and intermodal services for the carriage of
Department of Defense (DoD)cargo in support of DoD contingency actions.
Offers are solicited from owners/operators of commercial U.S. flag
vessels who have been approved by the Department of Transportation's
(DoT) Maritime Administration (MARAD) as a participant in the Voluntary
Intermodal Sealift Agreement (VISA) program (62 Fed. Reg. 6838, Feb.
13, 1997)effective 1 October 1998. Contracts (VCC), if awarded, will be
for a one (1) year period commencing 01 October 1998 through 30
September 1999. VISA is a DoD approved sealift readiness program
jointly sponsored with DoT. This solicitation, when awarded, will
incorporate the terms and conditions of the VISA Contingency Contract
which will be issued pursuant to Part 12 of the Federal Acquisition
Regulation, Acquisition of Commercial Items. The RFP is expected to be
released by 08 September 1998. Request for this solicitation and

offerors who are not currently enrolled in the VISA program should
provide the JTMO with a request in writing. VCC awards will be
