NOTICE: 1. The work includes the design and construction of central
heating, ventilating and air conditioning (HVAC) systems for two
existing, adjacent applied instruction buildings including all
incidental realted work to provide complete and useable systems.
Building 616 is approximately 133,155 square feet and consists of three
floors of classroom, electronic laboratory, and administrative sapce.
Building 617 is approximately 33,270 square feet and consists of two
floors of classroom, electronic laboratory, and administrative space.
This project will include phasing of construction and a requirement for
porviding temporary classroom trailers. It is anticipated that
hazardous material abatement will be required, including lead and
asbestos. Window units serving a large protion of the existing
facilities are to be removed. Architectural and electrical
modifications will be required to accommodate the new HVAC systems. The
solicitation for the acquisition of this project is formatted asa
Request for Proposals (RFP) in accordance with the requirements
designated by sections of FAR 36.3. The Government will award a
contract resulting from this solicitation to the responsible proposer
whose proposal, conforming to this solicitaion, will be the "BEST
VALUE" to the Government, price and technical factors considered. This
procurement will consist of two (2) phases. Phase I: Proposers will be
evaluated on: (1) Past Performance (2) Technical Qualifications (3)
Management Approach and (4) Small Business Subcontracting Effort. The
highest rated proposers, typically 3 to 5, will advance to Phase II.
The Government will the request the Phase II proposals. Phase II:
Qualified proposers will be evaluated on: (1) Technical Proposal (which
will include (a) Past Performance (b) Technical Solution (c) Personnel
Qualifications, and (d) Small Business Subcontracting Effort, and (2)
Price Proposal. The Government reserves the right to reject any or all
proposers; to award the contract to other than the proposer submitting
the lowest total price; and to award to the proposer submitting the
proposal determined by the Government to be the most advantageous to
the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT
DISCUSSIN OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore,
proposals should be submitted initially on the most FAVORABLE terms.
Proposers should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, of revise their proposals. FOR
SPECIFICATIONS: There is a non-refundable charge for each set of

date for Receipt of Phase II to those qualifying firms is November 16,
