45433-7106 16 -- REQUEST FOR INFORMATION (RFI) REGARDING A RECONNAISSANCE SOL n/a
POC Stephen C. Davis, Contracting Officer, (937) 255-2973 The USAF is
requesting cost information with respect to a Reconnaissance POD for
use on F-16 Block-40 Aircraft. Anticipated requirements include 6 each
pods, 2 each Mobile processing and exploitation stations, 2 years
Spares, Support Equipment, Training, Technical Orders (T.O.s),
Installation and Check Out, Flight Test and Total System Integration.
Anticipated pod requirements consist of, but are not limited to: A Low
Altitude Forward Bay Digital Framing Camera (DFC) with interchangeable
3", 6" and 12" lenses and a high Charge Coupled Device (CCD) Focal
Plane Array (not less then 20 Megapixel); A Medium Altitude Digital
Step Framing Camera installed in the pod's mid-bay with very high CCD
(The Mid-bay camera must be interchangeable with a low altitude
Infrared Line Scanner (IRLS); A Focal Plane Array (FPA) technology (not
less than 20 Megapixel) to perform a vertical/side oblique mission; A
solid state preferred Digital Tape Recording Capability (60 minutes
minimum); A Reconnaissance Management System (RMS) with the ability to
multiplex and record the output of two sensors simultaneously on one
recorder; Provisioning for a data link and antennas with the capability
to data link information to ground site for near real time evaluation.
Any information relative to a schedule for development, production and
delivery would be helpful. Mr. Stephen J. Plaisted, ASC/SYI, has been
appointed as Ombudsman to hear concerns from offerors, or potential
offerors, during the proposal development. The purpose of the Ombudsman
is to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the program director or
the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
matters on individual solicitations, please contact Stephen C. Davis at
(937) 255-2973. When requested the Ombudsman will maintain strict
confidentiality as to the source of the concern. Should you desire to
