for commercial items prepared in accordance with the format in Subpart
12.6, as supplemental with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and an written solicitation will not be issued.
Solicitation NO. RFP 521-075-98 (EP). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-06. The SIC for this solicitation is 3826. Item
description: Contractor shall provide to the VA Medical Center Research
and Development Service, Birmingham, Alabama, the Leica Inverted
Confocal Microscope TCS NT SP UV, 3 spectrophotometer Imaging Detectors
and Transmitted Detector. Requirements: Scan head must use a
spectrophotometer for each photomultiplier rather than filters; The
detection range must be 380-800nm; The microscope must have "Design a
Filter" capability so that spectral head provides for complete
experimental freedom in selecting the wavelengths for detection.
Detection must be capable of being set in intervals of 1nm. Minimum
slit width must be 5nm; Wavelength scans to determine the spectral
emission of any fluorochrome or autofluorescence must have a minimum
bandwidth of 5nm that may be stepped in increments of 1nm; Pixel
resolution of the spectrophotometer must be capable of better spectral
steepness and transparency than filter combinations. It must be
capable of being set to the real emission spectra of dyes. It must
produce less bleed through in multi-color applications; Must be capable
of multi-channel recording of emission spectra. In addition to the UV
laser, there must be a 60 mW Ar Laser 488, 514, a 25mW Kr Laser 568,
and a 12 mW HeNe Laser 633. There must be provision to add 4th visible
laser- HeCd 440;The microscope must have true confocal design with
both an illumination pinhole for the visible lasers and a separate
pinhole for the UV laser. Also must have a continuously variable
detection pinhole;The pixel registration must be guaranteed in XYZ
between all detection channels;There must be a single mirror design to
maintain the telecentric illumination of the objectives; Geometric
distortion of displayed image must be < 1%; Scan speeds must be to
3 frames/sec at 512x512 pixels, 10 frames /sec at 64x64 pixels, 1900
lines/sec; Scan format must be selectable from 64x64 pixels to
2048x2048 pixels; Must have scan modes XY, XZ, XT, XYT, XZT, XYZ and
XYZT; There must be six selectable scan speeds with uni-directional or
bi-directional scanning; Laser beam must blank during fly back;
Optical Transfer Efficiency must be = 92% at 450 nm; Beam path must be
unfolded with one first surface scan mirror and two correction lenses
in detection path; Beam path in the scan head must be approximately 20
cm; Resolution must be guaranteed 180 nm XY, 350 nm XZ (488nm
illumination in reflection mode); Galvonometer-driven Z stage must
allow for minimum step width of 10nm, reproducibility must be equal to
40 nm, must provide foron-line XZ scanning (>10 frames/sec at 64x64
and 3 frames/sec at 512x512), rotatable 360 degrees; There must be a
panel box control of scanning parameters; Image capture must have 8 Bit
dynamic range when using the Extended Dynamic range option. File format
free upgrade must be available in 16 Bits during FY99, possibly as
early as December software release; The software must have
straightforward interface designed for multi-user and custom
applications; The software must have multiple display formats from
256x256 pixels to 1024x1024 pixels; Software must be capable of
displaying up to four channels at once: Display format must be
independent of acquisition format; Software must be capable of
selecting gallery modes, single modes and overlays; All scanning
functions (gain, offset, focus, pinhole, zoom & phase adjustment) must
be adjustable with Panel Box; Software must include programmable time
scan functions with input and output triggers, XT, XY over time or XYZ
over time, and programmable scan routines; Software must have
quantification functions: intensity, length and area measurements,
ratioing of images, static and time measurements, XT series
quantification and topographical measurements. Data formatted to be
capable of exporting to Excel format; Physiology, FRAP, Bio-mapping and
custom software must be available; Software must be capable of 3D
viewing and rotations with six algorithms for 3D rendering (Extended
focus, Maximum projection, No Light, Lighting with adjustable angles,
Solid Rendering and SFP);Software must be capable of orthogonal and
diagonal slicing of 3D data sets; Software must be capable of automated
sequential scanning routines; Software must be capable of spot
bleaching routine; All data must be stored in universal TIFF file or
AVI file (movie functions); There must be an On Line Help and Tutorial;

training sessions to include 2 training sessions on 2 consecutive days
for all personnel in Research Service who will use instrument. Each
session will include "hands on" instruction, literature, training
manuals, and reference guides; C-5 Manuals: The contractor shall
provide a minimum of two (2) service manuals, and two (2) operating
manuals to the Contracting Officer's Technical Representative (COTR);
C: Installation: The contractor is responsible for the installation and
set-up of the Leica Inverted Confocal Microscope TCS NT SP UV, 3
spectrophotometer Imaging Detectors and Transmitted Detector. The
provisions at FAR 52.212-1, Instructions to Offerers Commercial applies
to this solicitation. The Clause at FAR 52.212-3 Offeror
Representations and Certifications-Commercial items, applies to this
solicitation. Offeror must submit with proposal a completed
Representations and Certifications. The clause at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items, applies to this

Conditions Required to Implement Statues or Executive Orders-Commercial
items, applies to this solicitation. The VA intends to solicit and
negotiate with only (1) one source under the authority of FAR 6.302 for
a commercial item as stated above. Interested parties may indentify
their interest and capability to respond to the requirements or submit
proposals. This notice of intent is not a request for competitive
proposal. However, all proposals received within fifteen days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposal contract based on responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
