This Request for Quotations (RFQ) is to support the U.S. Department of Energy's electric vehicle Federal Loaner Program. The Federal Loaner Program is making electric vehicles available on a temporary, loaner basis to Federal fleet users and decision-makers. By introducing electric vehicles on a temporary basis into Federal vehicle fleets, the Federal Loaner Program is encouraging Federal fleets to lease or purchase electric vehicles for inclusion into their fleets where they can be driven daily as fleet vehicles. This RFQ is limited in scope to the placement of electric vehicles into Federal fleets on a temporary, loaner basis. This RFQ does not include the permanent, long-term placement of vehicles in Federal fleets. The funding provided under this Loaner Program is for the leasing or purchase of five electric vehicles to be used as loaner vehicles in each of five geographical areas. The Offerors will focus on one of five geographical areas. The selection of these areas is based on past activities insupport of introducing electric vehicles, including designation as a DOE "Clean Cities" area, and having supported the EV Ready Market Launch activities. The five areas are: Greater Phoenix, Arizona, Greater Los Angeles/Southern California, Greater Atlanta, Georgia, Greater Washington, D.C./Richmond, Virginia/Northern Virginia Greater Boston, Massachusetts. These geographical areas have been selected due to their higher concentrations of Federal vehicles and the anticipation that electric vehicle interest within Federal fleets in the above areas will be high. The RFQ respondents should have in place within their geographical areas existing vehicle loaner programs. Prior or current operation of a loaner program to local groups such as municipal or state governments is a requirement of this RFQ. The specific Program goals include: Introducing Federal fleet users and decision makers to electric vehicles; Developing the Federal fleet users'understanding of electric vehicle costs, performance, and driveability; Education of potential Federal electric vehicle users and decision makers; Support the increased use of electric vehicles in Federal Fleet applications.
