(ONR 00ST), (703) 696-4485. The Office of Naval Research (ONR) is
soliciting concept proposals for Advanced Technology Demonstrations
(ATDs). ONR invites concept proposals from industry, U.S. government
agencies, and joint industry-government teams, all of which will be
evaluated equally. Industry is strongly encouraged to establish and
coordinate with an appropriate ATD point of contact (POC), drawn from
the list below, to develop either purely industry or joint
industry-government concept proposals. These POCs can also provide
information regarding DoN major Acquisition Category (ACAT) Programs
and insertion windows of opportunity for major DoN Programs. This
announcement offers industry an opportunity to directly solicit
government insight relevant to Naval warfighting and/or warfighting
support capabilities for the future. Concept proposals received will be
candidates for the FY01 Department of the Navy (DoN) ATD program. ATD
GUIDANCE: The ATD program offers opportunities to demonstrate, in an
operational context, high-risk/high-payoff technologies that can
significantly impact future DoN warfighting and/or warfighting support
capabilities. Current warfighting requirements, which can be used in
the preparation of concept proposals, are listed in the DoN Science and
Technology Requirements Guidance (STRG). Contributors can access this

Contributors can also access information on ongoing and planned ATDs by
accessing the ONR Home page on the internet at http://www.onr.navy.mil.
After connecting to the ONR Home Page, select Science and Technology,
then select Special S&T Programs and Initiatives, and then select
Advanced Technology Demonstrations. In addition, history of completed
ATD transitions is provided. Opportunities to transition technology
solutions to fleet warfighting requirements and capabilities are
decreasing as defense downsizing continues. It is critical to select
and fund only the most promising high-risk/high-payoff ATDs. Each ATD
should advance promising emerging technologies that could most
positively impact Naval operations. Accordingly, concept proposals that
address an important Naval operational requirement, that could
positively impact future Naval capabilities, and that have a very
strong potential for transition to a Naval Systems Command (SYSCOM)
program will be viewed favorably in the evaluation process. CONCEPT
PROPOSAL SUBMITTAL, EVALUATION AND SELECTION PROCESS: The ATD concept
proposal process will be conducted in three serial phases, each
progressively selecting the most promising candidates. Following
submittal of a three-page Technical Proposal and one-page Project
Summary in November 1998, the first evaluation phase will be initiated.
During the first evaluation phase, the three-page Technical Proposal
and one-page Project Summary will be screened by OPNAV for relevance to
warfighting requirements, warfighting payoff, and transition potential,
and by ONR for technical merit, risk, and feasibility. Selected
candidates from the first phase will be invited to enter a second
phase, which requires a submission of a ten (10) page Technical
Supplement to the concept proposal in January 1999. The requested
Technical Supplement will describe in detail the technical aspects of
the concept proposal. Selected candidates will be given written
notification and instructed when to submit Technical Supplements. In
the third evaluation phase, selected concept proposal contributors from
the second phase will be requested to brief their concept proposals to
a DoN Panel in February 1999. The DoN Panel will make the FY01
selection recommendations, subject to Chief of Naval Operations (CNO)
and Assistant Secretary of the Navy for Research, Development and
Acquisition (ASN/RDA) approval and public release (May 1999 time
frame). FIRST PHASE (CONCEPT PROPOSAL) FORMAT: Concept proposals shall
consist of a THREE-PAGE (or less) TECHNICAL PROPOSAL containing (1)
Title; (2) OPNAV Sponsor; (3) DoN Warfighting or Warfighting Support
Requirement Being Addressed (STRG Reference(s)); (4) ATD Goal; (5)
Projected Payoff; (6) Concept Description; (7) Supporting Technology
Base Status; (8) Technical Approach, including Risk Mitigation; (9)
Funding required over the planned execution period; (10) Transition
Approach; and (11) Relation to DoN major Acquisition Category (ACAT)
Programs and insertion windows of opportunity for major DoN Programs.
In addition, concept proposals shall be accompanied by an additional
ONE-PAGE ATD PROJECT SUMMARY containing (1) Title; (2) GANTT Chart
which lists all tasks and displays the planned schedule, project
milestones, planned demonstrations, deliverables and
performance-related annual exit/pass-fail criteria; and (3) Technical
Point of Contact. FIRST PHASE (CONCEPT PROPOSAL) SUBMITTAL: Concept
proposals shall be submitted to ONR using one of two methods dependent
on the proposals' classification. Unclassified concept proposals shall
be submitted to ONR using File Transfer Protocol (FTP). Each
unclassified three-page Technical Proposal with its one-page Project
Summary must be submitted electronically as a single file using a
secure FTP submission site. Direct connection to the secure FTP
submission site can be established by accessing the internet at
http://deuteronomy.ecstech.com/onr. Connection to the secure FTP
submission site can also be established by accessing the ONR Home page
on the internet at http://www.onr.navy.mil. After connecting to the
ONR Home Page, select Business Opportunities and proceed to Navy ATD
Online Submission Interface. For further details and questions

(cornetj@onr.navy.mil). Each unclassified three-page Technical Proposal
with its one-page Project Summary must be generated with Microsoft Word
6.0 for Windows 95 (or later), using non-proportionally spaced 12 point
type set, and embeddedPower Point graphics as required. Classified
concept proposals shall be submitted directly to the Office of Naval
Research, Attn: Mr. John S. Cornette, ATD Program Coordinator (ONR
00ST), 800 North Quincy Street, Arlington, VA, 22217-5660. Six hard
copies of each classified three-page Technical Proposal with its
one-page Project Summary must be provided. In addition, an electronic
copy generated with Microsoft Word 6.0 for Windows 95 (or later), using
non-proportionally spaced 12 point type set, and embedded Power Point
graphics, as required, shall be provided on a 3 " DOS-formatted floppy
disk as a single file. Strict confidentiality of proprietary
information is assured to the extent permitted by Federal law. Joint
industry-government concept proposals must be submitted by the industry
partner. Concept proposals must arrive no later than 5:00 PM EST, 6
November 1998. Concept proposals received after that deadline will not
be evaluated. FIRST PHASE EVALUATION CRITERIA: The evaluation of ATD
concept proposals will be based upon the following criteria: (1)
Responsiveness to DoN warfighting and warfighting support requirements;
(2) Potential for implementation into future Naval capabilities; (3)
Potential for OPNAV sponsor support; (4) Potential for transition to a
Naval SYSCOM program; (5) Potential payoff (e.g., step improvement in
performance, affordability, maintainability, reliability, manpower
utilization, etc.); (6) High technical merit and high risk; (7)
Technical feasibility (includes maturity of technology and
appropriateness of technology combinations); (8) Executability of the
concept proposal in three years or less; and (9) A justifiable and
reasonable cost profile and total cost for the proposed demonstration.
SECOND PHASE (TECHNICAL SUPPLEMENT) FORMAT: FY01 ATD Technical
Supplements shall consist of a TEN-PAGE (or less) TECHNICAL PROPOSAL
containing (1) Systems Engineering Elements including, (a) Trade-off
studies, (b) Technology options, and (c) Affordability considerations;
(2) Technical Approach / Project Plans including, (a) Task
descriptions which provide a brief summary of plans for all tasks and
impact statements if tasks are not conducted successfully or completed,
(b) Planned schedule, project milestones, planned demonstrations, and
deliverables (provide a GANTT Chart), (c) Critical path / contingencies
identifying the technical and schedule risks associated with the
critical path and possible work-arounds (provide a PERT Chart), (d)
Performance-related annual exit/pass-fail criteria, and (e) Dependence
of proposed effort on external related efforts; (3) Transition Data
Package including (a) Reports, (b) Drawings, (c) Critical elements of
Engineering and Manufacturing Development (EMD) and production (i.e.,
what needs to be done post-ATD, pre-EMD), and (d) Transition planning
including acquisition targets, status of transition commitments and
anticipated insertion date; (4) Integration and Coordination Activities
including, (a) Identification of all industry and government
participants andtheir relationships to each other, and (b)
Identification of members of an executive management Integrated Product
Team (IPT), including OPNAV program sponsor, ONR program manager, and
SYSCOM or PEO/DRPM execution manager; and (5) Management Processes
including, (a) Identification and prioritization of high risk areas,
(b) Risk mitigation plans and management, (c) Schedule for in-process
reviews, (d) Schedule management, and (e) Managing integrity of
process. Each unclassified ten-page Technical Supplement must be
submitted electronically to ONR using the identical File Transfer
Protocol (FTP) process described above for First Phase (Concept
Proposal) Submittals. Each ten-page Technical Supplement must be
generated with Microsoft Word 6.0 for Windows 95 (or later), using
non-proportionally spaced 12 point type set, and embedded Power Point
graphics, as required. Classified Technical Supplements shall be
submitted directly to the Office of Naval Research, Attn: Mr. John S.
Cornette, ATD Program Coordinator (ONR 00ST) at the address listed
above. Six hard copies of each classified ten-page Technical Supplement
must be provided. In addition, an electronic copy generated with
Microsoft Word 6.0 for Windows 95 (or later) using non-proportionally
spaced 12 point type set and embedded Power Point graphics, as
required, shall be provided on a 3 " DOS-formatted floppy disk as a
single file. SECOND PHASE EVALUATION CRITERIA: Technical Supplements
will be reviewed by government subject-area experts and evaluated based
on all the criteria listed above for the first phase. THIRD PHASE
(BRIEFING) FORMAT: Those contributors with concept proposals supported
by highly rated Technical Supplements will be requested to brief their
concept proposals in a third evaluation phase to a DoN Panel in
February 1999. ONR will notify the concept proposal contributors,
specify the format desired for the briefs, and arrange an agenda. Each
of the concept proposal contributors will receive this information
approximately three weeks prior to the DoN Panel meeting. THIRD PHASE
EVALUATION CRITERIA: All briefed concept proposals will be
competitively evaluated by the DoN Panel based on all the criteria
listed above. The Panel will recommend concept proposals for FY01
execution. Concept proposals selected for the FY01 ATD Program will be
announced by the Assistant Secretary of the Navy for Research,
Development and Acquisition (ASN/RD&A). FUNDING: Note that no funds
have yet been appropriated for the FY01 DoN ATD Program. The DoN has
requested and Congress has granted funds for ATD purposes since 1987.
Offerors submitting under this BAA assume the risk that funding for the
FY01 ATD Program may not become available. Funds for execution of
winning concept proposals recommended by the DoN panel and approved by
the ASN/RDA are not expected until the start of FY01. This BAA
provides no funding for concept proposal development purposes.
Unsuccessful offerors of concept proposals will be acknowledged.
Concept proposals will not be returned after evaluation. Concept
proposals and technical supplements will be protected from unauthorized
disclosure in accordance with FAR 15.413, applicable law and agency
regulations. Offerors are expected to mark with restrictive legend any
pages containing proprietary information. This CBD notice itself
constitutes the BAA as contemplated by FAR 6.102(d)(2). Unless
otherwise stated herein, no additional written information is
available, nor will a formal RFP or other solicitation regarding this
announcement be issued. Requests for the same will be disregarded. The
Government reserves the right to select all, some, or none of the
proposals received in response to this announcement. No portion of this
BAA has been set aside for HBCU and MI participants, though their
participation is encouraged. It is anticipated that contract awards
will result form this announcement. For awards made as contracts,
evaluation of the socio-economic merits of the proposal shall include
the extent of commitment in providing meaningful subcontracting
opportunities for small business, small disadvantaged business,
woman-owned small business concerns, historically black colleges,
