Directorate, Assessment and Demonstrations Division (AFRL/MNA) is
interested in receiving proposals for the Powered Low Cost Autonomous
Attack System (P-LOCAAS) advanced technology demonstration (ATD)
involving the system design, concept definition, tactically sized and
performing seeker fabrication and captive flight test, and guided test
vehicle fabrication and test. The Munitions Directorate will execute
this program under the authority of Section 845 of the Department of
Defense (DoD) 1994 National Defense Authorization Act, as amended by
Section 804 of the DoD 1997 National Defense Authorization Act.
Commonly known as "Section 845" or "other transactions for prototype
projects," it provides for the acquisition of prototype projects and
allows considerable flexibility in the acquisition process. Award of
this solicitation will follow the general guidelines and methodology
used for a Program Research and Development Announcement (PRDA).
Proposals in response to this announcement must be received no later
than 1 October 1998 and addressed to Air Force Research
Laboratory/Munitions Directorate Contracting Division, 101 W Eglin
Blvd, Ste 337, Eglin AFB FL 32542-6810, Attn.: Mr. John Hawk
(AFRL/MNK). This is an unrestricted solicitation. Proposals submitted
after the cut-off date specified herein shall be treated in accordance
with FAR 52-215-10, "Late Submissions, Modifications, and Withdrawal
of Proposals." Respondees should reference the above number (MNK
PRDA-98-0004). Proposals handled by courier shall be delivered to Bldg
13, Rm. 337, Eglin AFB FL. Proposals submitted must be in accordance
with this announcement. Since this is a PRDA, there will be no formal
request for proposal or other solicitation regarding this announcement.
Offerors should be alert for any PRDA amendments that may be published.
The Government reserves the right to amend the due date to allow for
subsequent proposal submission dates. If sufficient proposals are
selected to satisfy the PRDA objectives as a result of the first
submission, subsequent opportunities for proposal submission will not
be available. Selection of the successful offeror(s) will be
accomplished in accordance with PRDA procedures in AFMC FAR Sup Part
5335. Due to the size restrictions of CBD announcements, a supplemental
information package is available as a part of this announcement.
Supplemental information includes the PRDA requirements, model
agreement, security classification guide, DD form 254, and related
classified documents. The PRDA, model agreement for this program,
Supplemental Information Annex (SI Annex), have been posted on the
P-LOCAAS home page found at http://eglinpk.af.mil/OPS/RFP.HTM.
Distribution of the Security Classification Guide (SCG), DD Form 254
and classified supplemental information noted in the SI Annex shall be
limited to potential prime Contractors. The SI Annex addresses an
overall program direction and philosophy and provides a clarification
or additional information to specific areas of the PRDA. To receive the
SCG, DD254, and classified information contained in the SI Annex,

extension 3369. Offerors are advised that the Air Force has entered
into contracts with TEAS and TAMS Contractors for services to provide
technical, engineering, evaluation, and acquisition management support
for Eglin activities. Service tasks involve the application of a broad
range of education, skills, knowledge, and experience in many
disciplines in support of weapon system acquisition tasks. Tasks
involve assistance in preparing technical orders, manuals, statements
of work, system specifications, contract data requirements lists,
system engineering management plans, test and evaluation master plans,
integrated logistic support plans, etc.; review of development/product
specifications, engineering drawings, computer program listings,
technical reports, configuration audits, etc.; and advisory
participation in program management, technical interchange,and group
meetings. Tasks may entail appraising the technical performance of the
Contractor through meetings, exchanging data, presentations, reviewing
hardware and software, witnessing and evaluating tests, analyzing plans
for future work, evaluating efforts relative to contract technical
objectives, and providing an independent technical assessment for
consideration of the Air Force program Manager for modifying a program
or redirecting a Contractor's efforts to assure timely and economical
accomplishment of program objectives. These individuals have signed
Non-Disclosure statements and will be authorized access to only those
portions of the proposal data and discussions that are necessary to
enable them to perform their respective duties. By submission of your
proposal, you agree that your proposal information may be disclosed to
those selected individuals for the limited purpose stated above. Any
information not intended for limited release to these individuals must
be clearly marked and submitted segregated from other proposal
material. It is the policy of AFRL/MN to treat all proposals as
privileged information prior to award, and to disclose the contents
only for the purposes of evaluation. The Offeror must indicate on the
appropriate form any limitation to be placed on disclosure of
information contained in the proposal. Offerors are encouraged to
propose risk/cost sharing arrangements to accelerate this effort. The
technical and cost information will be evaluated at the same time. The
U.S. Air Force reserves the right to select for award one, several, or
none of the proposals received in response to this announcement.
