Office of the Sergeant at Arms, intends to issue a full and open
competitive Request for Proposal (RFP) for Commercial Online
Information Services during September 1998. Offerors may respond to
either some or all of the requirements identified in the RFP. It is
anticipated that one or more fixed price, flat fee service type
contracts will be awarded to the responsible offeror(s) whose proposal
is responsive to solicitation requirements and provides the best value
to the Senate, price and non-price related factors considered. The
initial service period of performance will be from January 1, 1999
through September 30, 1999 with five (5) one-year options. The RFP will
contain a full description of services and information sources
required. The RFPs, when available, will be mailed to all offerors
responding to this notice. Service Requirements: Offerors must provide
information services which (1) are accessible through a standard World
Wide Web browser interface providing enterprise-wide access for all
U.S. Senate desktops; (2) supplement existing Congressional Legislative
Information Services (LIS) by providing access to a broad array of
information, including, but not limited to: local, regional, national
and international news and editorial analysis, federal and state legal
information, business and financial topics, health and medicine,
energy, the environment, politics, science and technology; and (3)
other topics of current and historical interest. Offerors must offer an
archive of several years in each topic. Evaluation Factors: Technical
and past performance when combined are significantly more important
than price. Evaluation of proposals will be based on (1) Technical (a)
Technical capability of the services offered to meet the Senate
requirement; Technical capability shall be evaluated qualitatively:
coverage, ease of use, internal distribution rights, and
non-duplication of internal information services shall be considered;
(b) Past Performance in the packaging and delivery of the relevant
information sources and services being procured. Past performance shall
be evaluated qualitatively; (c) Delivery Terms -- ability to meet the
required delivery schedule and method of delivery and (2) Price.
Proposals will be due thirty (30) calendar days after RFP release date.

sources/services offered and contact information, including the
