interest are sought concerning the possible lease pursuant to the
authority of 10 USC 2667 for the under-utilized equipment and
facilities and associated real estate in portions of the Portsmouth
Naval Shipyard located in Kittery, Maine. The equipment and facilities
being considered for potential lease are located in thirteen
non-adjacent individual buildings, dry docks 1 and 3, and berths 2 and
11. These equipment, facilities, dry docks, and berths may be
available on a shared possession or exclusive possession basis. Some
equipment and/or facilities will be available for periods of time
within the term of a lease but will be required by the Navy during
other periods. Additionally, the Navy will reserve the right to take
priority use of certain facilities and/or equipment for emergent Navy
requirements. This request does not commit the government to issue a
solicitation for outlease or to enter into a lease for the
under-utilized equipment and facilities. The subject equipment and
facilities are located in buildings 178, H-21, 75, 89, 92, 93, 99, 115,
155, 240, 298, 300 and 357. Building 178 is a 178,000 square foot
former marine building ways; possible use for this building includes
marine related industrial functions. Other facilities include machine
and manufacturing shops for electrical, mechanical and structural
systems, training facilities, the former prison, and the former
industrial waste treatment facility. The installation is situated on
Seavy Island and is conveniently located in close proximity to
Interstate 95 and the Pease International Trade Port. Buildings 178,
92, and 300 are accessible by rail spur. Expressions of interest are
solicited to maximize private sector use of the available
under-utilized equipment and facilities for commercial applications.
The Navy may enter into lease negotiations with an entity or entities
responding to this request based upon maximizing private sector use of
available under-utilized capacity. Therefore, any response to this
request shallidentify the following items/terms of interest: equipment
and facilities, type of possession (exclusive or extent of shared use
e.g., identify specific daily hours of use desired, or days-per-week
desired), nature of proposed use, desired start-date for lease term,
and duration of lease. Expressions of interest must be received by 21
September 1998 at the below address. Proposed use must be compatible
with the ongoing mission of the Portsmouth Naval Shipyard and must
comply with applicable Department of Defense requirements. Tours of the
installation for interested parties will be conducted on 10 or 11
September 1998 between the hours of 9:00 AM and 3:00 PM. Copies of
documentation advising all prospective offerors of the past, current
and projected Navy use of the candidate buildings and related
facilities i.e., dry docks, piers and training facilities, capabilities
and environmental conditions of the candidate lease facilities will be
available for review. Additionally, information informing all
prospective offerors of the physical condition of the facilities,
including the electrical infrastructure and other utilities will also
be available for review. Security arrangements will be required prior
to tours. Interested parties are requested to submit their request for
tours of the installation by 9 September 1998. The point of contact to
