MODIFICATION TO EXTEND TIME FOR RECEIPT OF PROPOSALS PROPOSALS ARE NOW
DUE BY cob 9/8/98. This project is for a project located at 1100
Commerce Street, Earle Cabell Federal Building. This project is being
done by informal source selection process. Responses require that first
offeors submit a Technical proposal. The technical proposal must be
submitted prior to the price proposal. A price proposal will be
requested from only those sources within the competitive range.
Technical ability is more important. Phase one offerors are required to
submit responses to the information provided in this announcement for
technical evaluation. No more than 5 offerors who are pre-determined by
the Government to be in the technically competitive range will receive
a request for pricing proposal (Phase Two). Award on this contract is
contingent upon successful negotiations of a resonable price, however
award may be made without discussion. Offerors will not be reimbursed
for phase one or phase two proposal submittal expenses. The Government
is not limited to contacting only those references provided by the
offeror(s). The Government ma consider an offeror's performance on
contracts not listed by the offeror, but that the Government is aware
of or becomes aware of. Work will include, but is not limited to
demolishing existing office construction and in its place construct a
new courtroom,judge's chambers and related support spaces. Includes all
demolition and construction including electrical, mechanical and
architectural. This procurement is being procured using Informal Source
Selection Procedures which will result in a firm fixed-price award to
the offeror which provides the "greatest value" to the Government, with
technical ability being more mportant than price. TECHNICAL PROPOSALS,
in the form of a RESUME of THREE Similar projects, shall be submitted
to the address listed below no later than September 8. 1998. The
RESUME shall address "similar projects The TERM SIMILAR shall be
defined for evaluation purposes as the following: Construction or
installation of Court Space including Millwork -- 3 or greater for
multi-story office buildings, Federal Office facilities or a
combination thereof, which were at least 50 percent occupied and
functioning in their intended purpose during construciton of the
project. The following factors that will be evaluated are listed in
descending order of importance: 1) PAST PERFORMANCE OF PRIME CONTRACTOR
for ISA for District Court. REsume to include (a) Project Name (B)
Location; (C) Award Amount; and (D) Type-use of facility and date
complete for similar projet in scope and dollar range. The resume shall
provide the name, address current telephone number of the person from
each of the following and applicable categories which is most familar
with the project referenced above (1) Owner's name and telephone
number; (2) A/E Firm name and phone number (3) Construction Engineer
(if any). (2) PAST PERFORMANCE OF ARCHITECTURAL WOODWORK -- Resume to
include the following information:For a minimum of three similar recent
projects ("recent" defined as within approximately the last six years.
A. Name of Woodwork Firm's Project Manager (minimum of 5 years
experience similar to this project; B. Project name, location and
description; C. Scheduled value of the woodwork D. Construction start
and completion dates, if construction is ongoing, give anticipated
completion date and E. Description of actual work performed by the
Architectural Woodwork Firm. Resume shall STATE HOW these projects are
similar in scope to this project. PROVIDE the name, address and
current telephone number of the person from each of the following and
applicable categories which is most familar with the project referenced
above (1) Owners (2) A/E and (3) Construction Engineer. Award of this
contract is contingent upon successful negotiations of a reasonable
price and best value for the government. However, award may be made
