synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. (ii) Solicitation F44600-98-T3336
is issued as a Request for Quote. Quotes are requested and a written
RFQ will not be issued. (iii) The solicitation document incorporates
provisions and clauses that are in effect through Federal Acquisition
circular (FAC) 97-06 and Defense Acquisition Circular 91-13. It is the
contractors responsibility to be familiar with all applicable clauses
and provisions. (iv) This acquisition will be a 100% Small business
Set Aside, the Standard Industrialization Code (SIC) is 5012 with a
Size Standard of 500 employees. (v) The 1st Contracting Squadron has a
requirement for one (1) each Mobile Command Post Trailer, Make: Wells
Cargo, Model: EW2425W, Type: Enclosed. (vi) The following requirements
applicable are: (1) General: Provide a Mobile Command Post Trailer,
complete, Make: Wells Cargo, Model: EW2425W, Type: Enclosed having the
following dimensions and characteristics: (2) Materials: All materials
shall be new and conform to applicable standards specifications. (1)
Dimensions: (minimal exterior) 24_ foot length x 8_6_ width x 7_6_
height, (2) Axles/Tires: Tandem axles, 6000 VWR each, eight stud hubs
and drums, load range _E_ tires, white or silver spoke with eight lug
wheels, with electric brakes, and wheel fenders, (3) Spare Tire: One
load range _E_ mounted on white or silver spoke wheel, (4) Safety
Equipment: Department of Transportation (DOT) complaint having
emergency break away safety device(s) installed, running lights, break
lights, and turn signals and all other equipment items required by
DOT. DOT approved, A-Frame mounted 22 AMP HR UI Series Breakaway switch
battery, mounting bracket, cover, battery _charge_ indicator, and diode
isolation, battery acid included. (5) Leveling/Stabilization Equipment:
Scissors Jacks, crank type, two mounted rear, and two mounted front,
(6) Entryways: Tow _ two personnel entry doors (36_ W x 80_ H with 12_
x 21_ radius window, recessed interior steps for both doors installed,
(7) Low Hitch: Pintle eye hitch, adjustable height, with 2 12_ ID and
1 12_ ring diameter, 20,000 pound GVWR. (8) A-frame tongue: covered
with aluminum treadplate, (9) Windows: four 30_ x 15_ radius tinted
glass, slider window assembly two on right side and two on left side,
(10) Sidewalls and Insulation: 24_ x full width foil ray insulation
under standard exterior grade plywood floor. Interior sidewalls,
ceiling and ends lined with white plyocite 14_ plywood. 1 5/8_
fiberglass insulation in sidewalls and ends. 7_ fiberglass insulation
in ceiling. (11) Floor Covering: Rubber mat/dimiled-light gray covering
all floor surfaces, except those areas covered by floor-mount cabinets.
(12) Electrical Service: 30 Amp/120/240 Volt 16 Circuit Service Panel
with 30 Amp main breaker and hardwired to an exterior weather
protective power inlet (NEMA NO. L14-30) locate on front wall. (a)
25_length separable 10-4 power cord with arrow hart 30 Amp #6512
locking plug for connection between generator and front mounted input
receptacle, (b) Power cord storage cabinet mounted on exterior front
wall 6_ from C/S corner and base at 12_ above frame, (c) 15 Amp 100
Volt duplex wall receptacle located at front wall. C/S corner wired to
PC Powered Source for recharge battery. (d) Ten duplex GFI 110 Volt
wall receptacles, (e) Two 3-way wall switches for 110 volt light
located at latch side of each personnel door, (f) Three 4_ 4-tube
recessed fluorescent light fixtures with diffuser tubes located at
front, middle, and rear ceiling mounts, (g) Two 14_ x 14_ screened,
power roof vents with 110-volt fan-start. Located each end centered in
ceiling, (h) Four weather tight exterior duplex GFI 110-volt duplex
receptacle located at floor level, (i) One 8-way 12-volt male
connector, (j) One 6M watt rated at 50 Amp generator, liquid cooled 4
stroke engine-electric start, gasoline powered, exterior mount on
tongue, enclosedin metal, weatherproof cover. Five-hour average run
time. A frame mounted base, (k) One exterior motor base-hardwired to
service panel L14-30 locate on front wall. (l) Two phone/cable access
doors (electric/phone) with sliding covers providing interior access
for commercial sources. Must provide weather tight seal when in use.
(13) Air Conditioner/Heater: Two combination units, 15,000 BTU Heat/AC
Roof mounted, (14) Awning: One roll out, light gray, 21_ length locate
on right side, centered, (15) Interior Furnishings: (a) Workstation
(2): Top is 216_ long x 30_ height, x 24_ deep. Includes four chair
insets 24_ wide x 3_ deep, with 24_ separating each chair inset.
Mounted on two standard, 2-drawer filing cabinets with locks located
(1) at each end of workstation top assembly. One workstation_each side.
(b) Upper Cabinets: (2) 24_ tall, x 12_ deep x 216_ length, centered
over each of two workstations. Cabinets will have one adjustable shelf
inside and be divided into a minimum of four separate cabinets per
side. Six inches below cabinet will be a shelf 12_ deep for the
mounting of communication equipment; may be attached to upper cabinets,
one attachment per side. (c) All cabinet doors and space between
workstation tops and bottoms of upper cabinets will be faced with
white, dry erase covering board material. (d) One dry erase board 72_
W x 36_ H (approx.) on front wall of interior. (d) Interior furnishings
may be modified based on actual interior dimensions of trailer. (vii)
Delivery: Date of delivery is November 9, 1998; Place of Delivery and
Acceptance is for one (1) complete Mobile Command Post Trailer to be
delivered FOB Destination to Langley AFB, VA. Warranty: The contractor
or manufactrer standard commercial warranty shall apply. Unless
otherwise specified in the purchase order, the supplier is responsible
for the performance of all inspection requirements and Quality
Control. (viii) The following FAR provisions and clauses are applicable
to this procurement: 52.212-1, Instructions to Offerors-Commercial
Items is hereby incorporated by reference. (ix) Solicitation provision
at FAR 52.212-2, Evaluation-Commercial Items, is hereby incorporated
by reference. The Government will award a Purchase Order resulting from
this solicitation based on the following: price, technical capability,
technically acceptable, responsible, responsive, past performance, and
delivery schedule in compliance with the requirements of this
solicitation and all referenced clauses with price being the most
significant factor. (x) Offerors are reminded to include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications Commercial Items and 252.212-7000, Offeror
Representations and Certifications Commercial Items with its offer.

provision at 52.212-3, Offerors Representations and Certifications
Commercial Items, must be submitted with the quote. Offerors
submissions shall comply with the instructions set forth in this
solicitation and FAR provision 52.212-1, Instructions to Offerors
Commercial Items and shall include, in accordance with FAR 52.212-1,
the following: Technical description of the items being quoted in
sufficient detail to evaluate compliance with the requirements of the
solicitation; the terms of any express warranty, price and any
discounts; delivey terms; completed copy of the representations and
certifications at FAR 52.212-3, past performance information IAW this
clause, and shall include all other applicable information required by
this clause. Delivery shall be made within 60 days or 9 Nov 98
