The closing date is 15 September 1998 at 10:30 a.m., Alaska standard time. FOB point for delivery is Elmendorf AFB, Alaska. Quantity: 27,500 gallon. POTASSIUM ACETATE DEICER, NON-GLYCOL must conform to Aerospace Material Specification 1435 (AMS) of the Society of Automotive Engineers and it must meet all of the following: 1) It may not contain glycol, urea or isopropyl alcohol. 2) It must be 50% potassium acetate, 49% water and 1 % corrosion inhibitor (no variation). 3) It must pass all material compatibility test required by non-glycol based deicers per AMS 1435. 4) It must be a clear, colorless, mobile liquid, free from matter in suspension. 5) The freezing point must be no higher than minus 58 degrees Fahrenheit. 6) PH range shall be 9.0 -- 11.5. 7) The molecular consistency of the product must be constant and must not require mixing or agitating during the shelf-life of product. 8) Vendor must provide sample of product in amber 1 liter glass jar in sealed and labeled box/container along with product literature not later than the closing date. 9) The vendor must supply preproduction test data of the product (MSDS are not acceptable test data).
