Philadelphia will be soliciting a new Prime Vendor Program in support
of the Recruit Induction Center, Lackland Air Force Base, San Antonio,
Texas. Prime Vendor is defined as the designation of a single source
of supply for a variety of products. In this instance a Prime Vendor
will supply Lackland Air Force Base with all of their designated bag
items. The Prime Vendor will not be required to manufacture the items,
but will be required to develop the model stock level for each item
and size, warehouse, store, and distribute the end items to Lackland as
requirements are communicated via Material Release Orders. The
Government reserves the right to expand these duties if the need exists
during the life of the contract. The acquisition represents
approximately 55 "bag" items which include but are not limited to:
Footwear, Headwear, Outerwear, Dress Clothing, and Equipment items such
as Duffel Bags and Insignia. All items will be furnished to a
successful awardee either from DSCPDepot Inventory or DVD'd from
existing contracts. Procurement will contain a base year and four term
options. The number of recruits to go through Lackland Air Force Base
is estimated at 32,800 for FY 99 and 30,900 for FY00. RFP will be
issued on an Unrestricted basis. Electronic Data Interchange capability
is necessary as all data will be transmitted in this manner. In
addition, offerors will be required to certify that they will be Y2K
compliant. This procurement will be a Best Value Acquisition where
technical merit will be more important than price. Factors will
include: Past Performance/Corporate Experience; Inventory Control and
Distribution System, Socioeconomic Considerations; and DLA Mentoring
