The Environmental Protection Agency contemplates awarding approximately
30 contracts under the Small Business Innovation Research Program,
Phase I, during Fiscal Year 1999. The SBIR Program is a phased process
uniform through the Federal Government of soliciting proposals and
awarding funding agreements for research (R) or research and
development (R&D) to meet stated agency needs or missions. During Phase
I (covered by this solicitation) contractors shall conduct
feasibility-related experimental or theoretical research, or R&D
efforts on the described agency topics listed below. The Phase I awards
are expected to be made in July, 1999. Upon successful completion of an
EPA SBIR Phase I contract, with a Period of Performance of 6 months,
the Phase I contractors will receive the Phase II solicitation, and may
submit proposals for competitive evaluation. During Phase II,
contractors shall perform the principal research or R&D effort. Funding
for Phase II shall be based upon the results of Phase I and scientific
and technical merit of the Phase II proposal. During Phase III,
commercial application of the R&D conducted in Phases I and II is
pursued. Phase III is normally funded from non-federal sources.
However, Phase III may also involve follow-on non-SBIR funded R&D or
production contracts with Federal agencies for potential products or
processes. The topics for FY99 Phase I are as follows: A. Drinking
Water Treatment; B. Municipal and Industrial Wastewater Treatment,
Septage and Biosolids Management; C. Industrial Wastewater Treatment
Including Mining and Feedlots; D. Stormwater Management and Wet Weather
Pollution Control; E. Rehabilitation of Urban Infrastructure Systems;
F. Prevention and Control of Indoor Air Pollution; G. Prevention and
Control of Nox, VOC's, SO2, Particulates and Toxic Air Emissions; H.
Recycling of Municipal Solid Waste; I. Treatment, Recycling, and
Disposal of Solid Wastes, Hazardous Wastes, and Sediments; J. In Situ
Site Remediation of Organically Contaminated Soil, Sediments, and
Ground Water; K. Treatment or Removal of Heavy Metals at Contaminated
Sites; L. Pollution Prevention and Clean Technologies; M. Advanced
Monitoring and Analytical Technologies; N. New Technologies and
Alternatives for Ozone Depleting Compounds; O. Global Climate Change:
Prevention and Control of Greenhouse Gas (GHG) Emissions. This
procurement is a total small business set-aside. The SIC code is 8731
and the Small Business Size Standard is 500 employees. The solicitation
will be available on or about September 17, 1998, with proposals due
November 10, 1998. The solicitation will be available on the Internet
at the following World Wide Web site: "www.epa.gov/ncerqa". Firms are
encouraged to download the solicitation from the Internet. The
solicitation document is approximately 75 pages in length, and includes
all the requirements, instructions, and forms needed for proper
proposal submission. Firms may obtain a fascimile of the solicitation
when it becomes available by calling 1-800-490-9194, or obtain a
diskette containing a WordPerfect 6.1 version of the solicitation by
sending a written request to the address listed above. Only one copy
shall be issued to a corporate entity, regardless of the number of
requests from one or more different geographic locations. Firms that
submitted proposals last year will NOT automatically receive a hard
copy of this solicitation. Technical questions arising in response to
