sought for the requirement to provide nonpersonal services to perform
and meet the Joint Interoperability Test Command's (JITC's) missions
and functions at Fort Huachuca, Arizona. This encompasses a wide range
of scientific, engineering, logistic, administrative, acquisition, and
housekeeping support. It includes, but is not limited to, all support
aspects during the planning, conducting, evaluating and reporting of
all command, control, communication, computer and intelligence (C4I)
testing: the design, development, engineering and acquisition of
selected items of equipment and instrumentation; and the operation and
maintenance of the facilities at Fort Huachuca with possible
performance at various world-side locations, either on a temporary or
permanent basis. Inherent in this performance is the requirement for
familiarization and knowledge of the technical and operational
characteristics of selected C4I tactical and strategic and other
equipment and systems, and joint and combined architectures and
standards. The scope of the requirement includes all preliminary work
as well as testing and support for extensions into any C4I area. This
is a sources sought notice of a requirement currently under multiple
award contracts with BDM Engineering Services, contract
DABT63-96-C-0031; INTEROP Joint Venture, contract DABT63-96-C-0031, and
Validity Corporation, contract DABT63-96-C0034, for which the
performance period includes one base year and four option periods for
a total of five years. It is anticipated that the new requirement will
begin performance on or about March 1, 2002, with one base year and
four option year periods. Companies having the required specialized
capabilities to meet the above requirements are encouraged to submit a
capability statement of 10 pages or less indicating their ability to
perform the effort as described above. Responses should include the
following: Size of business and average annual revenue for the past
three years; number of employees; ownership (large, small, small
disadvantaged, 8(a), and/or woman-owned); DUNS number (if available);
and a list of similar contracts experience, including government points
of contact and phone numbers. Papers should be received not later than
November 30, 1998. This synopsis is for information and planning
purposes only and should not be construed as a commitment by the
Government. The Government reserves the right to consider a small
business or 8(a) set-aside based on responses hereto. Responses should
