Officer 301-402-4509 The National Cancer Insrtitute (NCI) Division of
Cancer Prevention and Control plans to procure on a sole source basis
A Cherokee Nation Cancer Registry from the Cherokee Nation of Oklahoma,
P.O. Box 948, Tahlequah, OK 74465. This project will help to continue
to develop an infrastructure and necessary staff recruitment and
training to support activities central to the development of a
tribally-operated cancer registry. The target population for this
project is all Native Americans residing in the 14-county Cherokee
Nation Tribal Jurisdictional Service Area who are eligible for health
care through Tribal or The Indian Health Service (IHS) -- operated
health care facilities. Currently the number of eligible users is
approximately 100,000. The registry for the Cherokee Nation will meet
the standards of the NCI'S Surveillance, Epidemiology and End Results
(SEER) Program in case finding, patient follow-up, data processing,
data reporting, and quality assurance. The following activities will be
required:1) Develop an administrative infrastructure to support the
project; 2) Identify sources and methods necessary for case
ascertainment, to include RPMS Database reports (IHS Database), IHS
Oklahoma Area Office statistical database, Oklahoma State Health
Department Cancer Registry and Oklahoma Department of Vital Statistics;
3) Develop collaborative agreements with identified sources (i.e.,
hospitals, Oklahoma State Health Department); 4) Identify cases and
collect data from determined sites; 5) Provide quality assurance of
abstracted data; 6) Continue to establish an advisory board comprised
of Cherokee Nation staff and health care providers who have worked with
Native American cancer programs; 7) Provide a written report of
progress on all subject areas at six months and one year to the NCI
Project Officer. The Cherokee Nation of Oklahoma is the only
organization in a position to collect cancer data on this Native
American population and has assumed control of the local health
information systems function from the IHS. The Cherokee Nation has an
ongoing collaboration with the Oklahoma University College of Medicine
to provide support for training and quality assurance for the registry
personnel. This notice of intent is not a request for competitive
proposals. However, if any interested party believes it can meet the
above requirement, they may submit a statement of capabilities.
Information furnished must be in writing and must contain sufficient
detail, to allow NCI to determine if the party can meet the
requirement. Capability statements must be received in the Contracting
Office by 3:00 PM EST on September 18, 1998. If you have any
