Office of National Drug Control Policy through the Program Support
Center, Department of Health and Human Services, is seeking qualified
sources to do a study to develop a reliable functional relationship
between the allocation and application of interdiction resources and
the deterrence of illegal drug smuggling. The analysis will be
principally confined to deterrence associated with interdiction
operations against all routes and modalities of illegal drug smuggling
in the Source, Transit, and Arrival Zones. The totality of these zones
is defined as all regions from within the source countries up to and
including the border of the continental United States. Among other
things, the analysis will address the allocation and application of law
enforcement agency and military assets and the time dependence of
deterrent effect on illegal drug smuggling. It will address domestic
U.S. disruption activities only to the extent that these affect
interdiction operations or suggests changes in smuggling routeslikely
to alter the flow of drugs in the Source, Transit and Arrival Zones.
Concerns having the ability to provide the service described are
invited to give written notification to Michele Trotter, Contract
Specialist, DHHS/PSC, 5600 Fishers Lane, Room 5-101, Rockville, MD
20857, within 30 calendar days from the date of publication of this
notice. Responses shall include but not be limited to evidence of the
following: The contractor must be experienced in all areas of policy
analysis, including superior knowledge/experience in research methods
and techniques. Experience in the Federal, legislative, regulatory and
our National Drug Control Policy is a must. Demonstrated experience
and superior knowledge of all United States drug enforcement and
military interdiction procedures/processes will be needed in order to
devise and execute an effective research plan. The contractor shall
possess an authorized facility to handle and store classified materials
up to and including Secret. The contractor's personnel shall also
possess the same security requirements. Firms having the required
specialized capabilities to meet the above requirements should submit
appropriate documentation to demonstrate and support that they have the
necessary experience, resources and staff to successfully accomplish
