West Communications, Seattle, WA for the lease of 11 data circuits including: (2) T1 Clear Channel ANSI Circuit w/B8ZS/ESF, (1) TI Dedicated Clear Channel ANSI w/B8ZS ESF, (1) T1 Dedicated Clear Channel ANSI w/B8ZS ESF, (2) T1 ANSI Circuit w/B8ZS/ESF ( all at Denver Federal Center, Lakewood, CO); (1) 56/64 KBPS Digital Data Circuit w/RJ45 at Loveland, Co; (1) 56KBPS Digital Data Circuit w/RJ48 Jack from Mills to Gendo, WY; (1) 56KPS Digital Data Circuit w/RJ48 Jack from Mills to Alcova, WY; (1) 56BPS Dedicated Digital Data Circuit w/RJ48 Jack from Mills to Cody, WY; and (1) 56BPS Digital Data Circuit w/ RJ45 Jack from Mills to Cody, WY for a five-year period. This procurement is for a commercial service and is being conducted using Simplified Acquisition Procedures (SAP) prescribed at FAR 13.601. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believesthat only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide the required services must provide supporting evidence that they can furnish the required specific leased lines to sites within the states of Colorado and Wyoming without any interruption to the existing service and added expense that would exceed the total intended transaction cost. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
