The contract was awarded on a sole source basis since local services can only be obtained by the regulated monopoly vendor the local telephone company. Pacific Bell Telephone Company cited on this action, under the authority granted by the Federal Communications Commission and the State Public Services/Utilities Commissions (FCC&SPS/UC), is the local telephone company and as such, is the ONLY provider of the commercial service within the area.
