842-6530 The Centers for Disease Control and Prevention (CDC) intends
to negotiate, on a sole-source basis, with HCIA, Inc. to evaluate
national surveillance for measles by comparing surveillance-based data
(from NETSS, CDC's National Electronic Telecommunications System for
Surveillance) with hospitalized measles cases. HCIA currently maintains
the industry's largest health care database, containing about 2500
non-federal, short-term self-selected hospitals in the United States
(US). To evaluate the completeness of the reporting system, it is
necessary to go outside the system. Using capture recapture
methodology, we can use a second information system as a surrogate
population or denominator. The minimum requirements for the second
information system are: (1) A system independent from the NETSS, (2) A
system containing comparable information (such as sex, race, and birth
date) to the NETSS, (3) A system containing nationwide information,
and, (4) To assure the validity and nationwide representativeness of
thecapture-recapture analysis, a minimum of 20 percent of US
hospitalization records from a minimum of 15 states are required for
each year. Other than full and open competition is authorized pursuant
to 41 U.S.C. 253(c)(1). Qualified vendors have 15 days from the date
of this synopsis to submit capability statements delineating their
ability to provide these services. Such qualifications will be used
solely for the purpose determining whether or not to conduct this
procurement on a full and open competition basis. No solicitation
exists and requests for such a document will be considered
