Acquisition Center-Washinton, in support of PM Intelligence Fusion is
conducting a Market Survey of sources that are capable of providiing
software development, enhancement, integration and test services for
Counterintelligence/Human Intelligence (CI/HUMINT) and Warload Notebook
(WLNB) automation efforts to Project Mnager, Intelligence Fusion (PM
IF) and Product Director, CI/HUMINT Management Systems (SHIMS) for
CI/Humint and command and control functionality. The CI/HUMINT effort
is a continuation of work begun in 1996 by Sterling Software(formerly
Mystech Associates)to provide expanded functionality and capability to
CI/HUMINT;force protection; and command and control elements under the
PM IF, PD CHIMS, and the TRADOC System Manager (TSM) for the all Source
Analysis System (ASAS). This effort will include completion of software
modifications and enhancements currently underway. In addition, the
effort will cover, but is not limited to, designing capabilities for
performing CI/HUMINT analysis, correlation, fusion, force protection,
and command and control functions; management of software development
efforts; design, development, documentation and testing of software
applications and modules; integration and interface of developed so
ftware into other intelligence and command and control systems; and
integration and support demonstrations, exercises, fielding, and
contingency and force protection operations. The WLNB effort is a
continuation of efforts begun in 1996 by Sterling Software (previously
Mystech Associates) as an interim battalion and brigade level All
Source Analysis System (ASAS) remote workstation, as well as a
surrogate training device for the US Army Intelligence School. Since
development, over 1000 WLNBs have been deployed to US Army intelligence
and command and control users and is currently being employed
operationally by those users around the world. Contractor support for
exercise, training and operational environments at both tactical and
operational levels is being solicited. In addition to support to
operations, modifications and enhancements of the Mystech developed
software will also be required. Sources are required to have employee
clearanc levels from Secret up to Sensitive Comparmented Information
(SCI) and a facility cleared at the Level of SCI. Sources responding to
this announcement should be a recognized leader in software development
practices, knowledgeable in the Army Major System Development Process
and possess a proven track record of accomplishments in the area.
Responses are to be received via e-mail, within 30 calendar days of the
date of this notice. Telephone requests for additional information will
not be honored. Interested vendors are to furnish one (1) set of
descriptive literature, via e-mail, with response submission. The
supporting literature must be in sufficient detail to enable the
Government reviewer(s) to determine the degree of vendor experience in
this area. Vendors are also required to provide three Government
verifiable references for contracts for similar work. Acknowledgement
of receipt will be issued. No information regarding the results of the
