for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation, F05604-98 -Q-7047 is issued as a Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-7. The Standard Industrial Classification Number is 4581 and the
Business Size Standard is $5.0M. The proposed contract listed here is
exclusive Small Business Set-Aside. NON-PERSONAL SERVICES: The
contractor shall provide all labor, personnel, tools, materials,
transportation, required safety equipment, and any other items
necessary to perform aircraft (C130 Aircraft) washes in accordance with
the Statement of Work (SOW) at addendum, and Technical Order 1C-130A-23
AFRES Instruction 21-103 (which can be requested from the Fredrick
Blue). Item: Scheduled and unscheduled aircraft washes. Period of
performance: 1 Oct 98 thru 30 Sep 99. Location: 302d AW, Building 208,
Peterson AFB CO. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition and Addendum.
The provisions at 52.212-2, Evaluation-Commercial Items applies to this
acquisition with the blanks filled in as follows: Summary of Services
Proposed. Has the offeror demonstrated by their own words there is an
understanding of the requirements of the SOW? Has the offeror provided
enough documentation to demonstrate the capability of supplying the
services specified in the SOW? Does the offer's proposal explain in
sufficient detail how they will perform the service? Does the
contractor's past performance demonstrate satisfactory service? Has the
offerors addressed the issue of how they will oversee and manage the
contract to ensure that the SOW is met? Offerors should provide company
past performance information on any contracts that are similar in terms
of cost and service include contracts with the Federal Government,
performed over the past three years. Past performance information
should include the governmental contract number and name and phone
number of a governmental point of contact to verify past performance.
Technical and past performance, when combined is approximately equal to
cost or price. Offerors should provide technical information sufficient
to evaluate ability. Offerors who fail to meet the technical
requirements as set forth in the SOW (addendum) may be considered
nonresponsive to the RFP. Offers shall include a completed copy of the
provision at FAR 52.212-3, "Offeror Representations and
Certifications-Commercial Items", with its offer. The clause FAR
52.212-4, "Contract Terms and Conditions-Commercial Items", applies to
this acquisition. No addenda apply. The clause at FAR 52-212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-CommercialItems" applies to this acquisition.
Additional FAR 52.212-5 clauses cited in the clause applicable to this
acquisition are (b) 1, and 6-9, and (c) 1-2 and 4-5. The following
clauses are also applicable to this acquisition: FAR 52.203-5,
"Covenant Against Contingent Fees", FAR 52.211-11, "Liquidated
Damages-Supplies, Services, or Research and Development, FAR 52.222-25,
"Affirmative Action Compliance", FAR 52.232-33, "Mandatory Information
for Electronic Funds Transfer Payment", and FAR 52.237-2, "Protection
of Government Buildings, Equipment, and Vegetation". Incorporated is
Wage Determination No. 94-2079 dated 6/1/98 Revised. Offers will be
received at 21 CONS/LGCB, 700 Suffolk St., Building 982, Peterson AFB,
CO 80914-1200 until 3:30 PM local time on 14 Sep 1998. Mr Fredrick

1C-130A-23 or AFRES Instruction 21-103. Addendum #1 302d AW AIRCRAFT
WASHES STATEMENT OF WORK: (a). Contractor must familiarize, train, and
document training of contract personnel in applicable Air Force/OSHA
Hazardous Material Handling/Utilization Standards. Contractor personnel
must be familiar with the Material Safety Data Sheets (MSDS) on the
products used for washing and strictly adhere to the procedures and
guidelines therein. MSDSs will be made available by the unit in the
work area. The contractor's hazardous materials training/documentation
program will be available for review at any time and recorded on the
AFRES Form 163 as directed in AFRESI 21-103. This inspection may be
accomplished by the 302AW Ground Safety Office or the 302 AW/LG Quality
Assurance Section. Points of contact for inspection will be TSgt Bob
Smith or SMSgt Robert Wagner. (b) Scheduled and unscheduled washing of
302d AW Aircraft will be accomplished on Peterson AFB. Washes will be
accomplished in accordance with Technical Order 1C-130A-23, Figure
1-2, Paragraph 1-5 and AFRESI 21-103. Steps 8 & 9 of paragraph 1-5
(T.O. 1C-130A-23) will be accomplished by 302 AW personnel. Copies of
the required technical data are attached to the statement of work and
in the event of technical data changes/revisions updated copies will be
provided by base contracting. (c). Washes will consist of entire
exterior of aircraft to include upper and lower surfaces of horizontal
stabilizer and wings as well as both sides of vertical stabilizer,
belly, main landing gear wheel wells (after vacuuming dirt and debris
off of structural beams and supports), struts and ballscrews, nose
landing gear wheel well (after vacuuming dirt and debris off of forward
door and wheel well lips) strut and sub assemblies, air deflector doors
(after vacuuming dirt and debris from the wells), flap wells (vacuum
dirt and debris prior to washing) and jackscrews, aileron push-pull
rods, wing fillet (arm pit) areas, cargo ramp sides and sloping
longeron areas. Quality of the wash will be considered sufficient when
surface grease, dirt, and debris are removed from surfaces and
structures. Embedded grease, oil, and carbon stains will not be cause
for rejection of the wash. Aircraft washes must pass a unit corrosion
control inspection by the structural repair section or designated crew
chief. The aircraft crew chief (or isochronal inspection section
representative for pre-dock washes) will also perform a cleanliness
inspection utilizing the cleanliness checklist (AFRES Form 164)
required by AFRESI 21-103. (d), Several impacts from the above
requirements need to be considered and addressed when pricing for wash
services is proposed. Since the initial implementation of contract
washing the aircraft paint has changed to a more porous and rougher
textured paint making cleaning more difficult. The fuel being used by
the aircraft has changed to JP-8, which deposits more carbon and other
types of fouling on the aircraft. Application of soil barrier to
exhaust tracks and other areas prone to excessive staining and carbon
build-up has been discontinued by regulation, which combined with the
scenarios alreadymentioned and soap concentrations available has caused
contractor personnel to have to rewash some areas multiple times. All
of these factors will need to be considered prior to determining fair
pricing for contract wash services. (e.) The contractor must supply all
required tools, transportation, labor, and required safety equipment
per applicable Air Force, OSHA, and AFOSH Standards. The 302d AW will
provide required fall restraint harnesses and systems. Contractor's
equipment must be capable of reaching the top of the aircraft without
actually going on top of the aircraft. Contractor's equipment will
supply washing water and soap at the required pressures and
temperatures per Technical Order 1C-130A-23. (f). The 302d AW will
supply an approved washing area, all required water, approved aircraft
soap, and necessary maintenance stands. The 302d AW will prepare the
aircraft for wash and perform the after wash lube. Posted 08/29/98
