E-MAIL: Agnes Smith, Agnes.L.Smith.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for a service/maintenance agreement on the Metasys Utility System at GSFC. This service shall include software subscription service, network control unit/N1, network analysis service and service to operator work stations. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the maintenance/service from Johnson Controls,Inc. at 5740 General Washington Drive, Alexandria, VA 22312 only. Johnson Controls, Inc. is the only responsible source as referenced in 10 U.S.C.2304(c), for obtaining maintenance, and service on critical components and software to the Metasys Utility System at the Goddard Space Flight Center's Central Power Plant. Goddard Space Flight Center utilizes the Johnson Controls Metasys Direct Digital Control System to monitor, control and maintain the center's heating, ventilating and air conditioning and central power plant equipment that houses their software which is proprietary. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested firms have seven days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the seven days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
