BROAD AGENCY ANNOUNCEMENT BROAD AGENCY ANNOUNCEMENT SP0500-97-BAA01 AMENDMENT 2, ADDENDUM NO. 9 REVISION #1 FOR THE UNITED STATES MARINE CORP LOGISTICS BASES ALBANY, GA AND BARSTOW, CA, AND THE BLOUNT ISLAND COMMAND, FL By the use of Broad Agency Announcement (BAA) SP0500-97-BAA01, as amended, the Defense Industrial Supply Center (DISC) is seeking industry assistance in the re-engineering of the methods by which DISC, as an Inventory Control Point (ICP) within the Defense Logistics Agency (DLA), will provide logistics support to its military customers. This initiative is referred to as the DISC Industrial Prime Vendor Program (DISC-IPVP). This Addendum No. 9 is a request for the submission of Concepts for innovative methods for DISC to provide the full breadth of Customer Oriented Supply Chain Management (COSCM) with respect to the spare parts and industrial hardware requirements of the United States Marine Corps Logistics Bases located at Albany, GA, (MCLB Albany), Barstow, CA (MCLB Barstow), and Blount Island Command, FL (BIC, FL). PLEASE NOTE THAT, IN 1999, DISC WILL BE INTEGRATED WITH DEFENSE SUPPLY CENTER, PHILADELPHIA (DSCP). ANY REFERENCE HEREIN TO DISC MEANS "DISC" OR ITS SUCCESSOR, "DSCP". The supply items which the successful contractor will be required to furnish under the contract are those that are maintained at or near the point of use in the maintenance, overhaul and repair of land vehicles at the two (2) MCLBs cited above, and in the logistical support provided by BIC are as follows: Non-binnable items located at or near the maintenance lines known as "Line Side Stock (LSS)", items usually stored in a single bin or multiple sets of bin(s) at or near the maintenance lines known as "Pre-Expended Bins/Benchstock (PEB/BS)", and may include items containing a number of designated replacement parts for a single assembly or subassembly provided in one container, box, et cetera called, "Sets, Kits and Chests" (SKCs). In previously issued Addenda for other Military customers, such itemswere simply referred to as Pre-Expended Bin Stock (PEB Stock) or Bench Stock. At all three (#) sites, the scope of work also will include supply chain management of such other items commonly used in the maintenance, overhaul and repair missions of MCLB Albany and MCLB Barstow, and in the logistics support mission of BIC. B.Broad Agency Announcement (BAA) SP0500-97-BAA01, Amendment 2, Addendum 9, Parts Supplier/Parts Integrator C.Proposer Information Packet (PIP), Broad Agency Announcement SP0500-97-BAA01, Amendment 2, Addendum 9, for United States Marine Corps Logistics Bases, Albany, GA, Barstow, CA, and Blount Island Command, FL. SCOPE The contractual vehicle in which DISC proposes to use for this initiative is a firm fixed price or 23fixed price with economic price adjustment Indefinite Quantity Contract (IQC) having a base period of two (2) years and three (3) one-year options to extend the contract term. The maximum term of the contract will not exceed five (5) years. Each contract year, whether in the base period or an option year, will have a specific dollar amount guaranteed. To the maximum extent practicable, the contract will be structured in accordance with Part 12 of the Federal Acquisition Regulation (FAR) and Part 212 of the Defense Federal Acquisition Regulation Supplement (DFARS). Specific modifications or revisions to the suggested provisions of those regulations, referred to as tailoring, as well as other provisions unique to government acquisition, will be implemented by an appropriate Addendum. Interested parties are requested to submit Concepts which propose innovative and efficient methods of providing logistics support to the two (2) MCLBs at Albany, GA, and Barstow, CA and Blount Island Command, FL. The term "innovative," means that the methods of providing logistics support should include the means by which the involvement of Marine Corps, DISC, DLA and DOD infrastructure in the supply chain will be significantly reduced or eliminated. To receive the most favorable evaluation,support to the two (2) MCLBs at Albany, GA, and Barstow, CA and Blount Island Command, FL. The term "innovative," means that the methods of providing logistics support should include the means by which the involvement of Marine Corps, DISC, DLA and DOD infrastructure in the supply chain will be significantly reduced or eliminated. To receive the most favorable evaluation, a Concept should cover the full breadth of Customer Oriented Supply Chain Management (COSCM), providing as much detail as possible. As a minimum, a Concept should include supply replenishment, inventory control and supply maintenance, planning and forecasting, engineering and technical services. The Concept must also include evidence of the capability to respond to militar DISC intends to award a contract to a single integrator for the logistics support of the two (2) MCLBs and BIC unless a determination can be made that employing more than one integrator can attain the overall purpose of this Addendum to the BAA. Concepts that support all three sites are preferred, however at a minimum, a concept must propose support to both the Albany and Barstow MCLBs; a failure to do so may preclude consideration for this initiative. Strategic alliances and partnering arrangements among suppliers are encouraged. Concepts will be evaluated on their breadth of innovative and efficient supply chain management with respect to support of the spare parts and industrial hardware requirements of the MCLBs at Albany GA, Barstow CA, and the Blount Island Command, FL relating to their respective maintenance, overhaul and repair and logistics support missions. In addition to providing for the furnishing of the required supplies, the COSCM Concept must demonstrate the elements of inventory control and supply maintenance, planning and forecasting, engineering and technical services, as well as surge and sustainment. The items of supply must conform to specifications and standards, quality conformance and quality certifications, identification to shelf-life requirements, and all other requirements of the specific item descriptions for the specific parts associated with maintenance, overhaul and repair of land vehicles at the cited MCLBs and the logistics support mission of BIC. The COSCM concept must include a process and a time by which a 100 percent fill-rate will be achieved. A "100 percent fill-rate" means that a specific, needed, part, set, kit, chest, etc., is available for use when the Marine Corps mechanic or artisan attempts to retrieve it to accomplish his or her mission. The scope of the contract will include a requirement that the Contractor supply related items that have not been identified as LSS, PEB/BS, or SKCs at the date of contract, but which are required by the MCLBs or BIC to accomplish their respective missions. DESCRIPTION OF CUSTOMER ACTIVITIES The following provides information concerning current operations at the two MCLB sites and BIC. Those who will submit Concepts should review the information only as a baseline conditions from which to formulate innovative, more efficient, and less costly logistics solutions in support of each site. Site visits are tentatively scheduled for all three (3) locations. While attendance at the site visits is not mandatory, those who intend to submit Concepts should attend in order to obtain a clearer picture as to the physical layout of each site, maximum information concerning each Activity, and any clarification or other information regarding the support requirements or expectations of each customer. Each site will provide a map of its facility. Specific information regarding the site visits will be provided at a later date. A. MISSIONS MCLBs ALBANY & BARSTOWPersonnel repair and/or rebuild all Marine Corps ground equipment. This includes all wheeled and tracked vehicles, and their various components. These two logistics bases provide an industrial core that is essential to mobilization of Marine Forces. Both bases perform the full spectrum of logistics support functions required to support the entire life cycle of the Marine Corps Weapons Systems and Equipment.BLOUNT ISLAND COMMANDEstablished under the Maritime Prepositioning Forces Program, it is a sealift, storage and maintenance facility. It provides logistics support for thirteen (13) Maritime Prepositioning Ships (MPS) which are divided into (3) squadrons. These ships are strategically located around the world to provide a force development capability of U.S. Marine Corps equipment and supplies in the event of war or other contingency. This Command prepares equipment for each MPS Squadron and for the sustainment of a Marine Expeditionary Brigade in combat for a period of thirty (30) days. B. FACILITIES MCLB ALBANY, GA Located in Albany, GA, 176 miles south of Atlanta, and 90 miles east of Columbus. There are 283 weapon systems maintained at this facility, including the LAV, M88, AAV, M1A1 and HMMWV. LSS and PEB/BS assets are currently maintained at approximately 27 storage/bin sites in a single building. This Marine Corps expects the successful contractor to determine the most efficient solution possible in order to enable them to perform their missions and to provide the full breadth of supply chain management therefore. MCLB BARSTOW, CA Located within the Yermo Annex of MCLB Barstow. Yermo is situated 11 miles east of Barstow, adjacent to Interstate Highway 15, in the heart of the Mojave Desert. There are 283 weapon systems maintained at this facility, including the LAV, M88, AAV, M1A1, HMMWV and M109. LSS and PEB/BS assets are currently maintained at approximately 25 storage/bin sites in a single building. This Marine Corps customer expects the successful contractor to determine the most efficient solution possible in order to enable them to perform their missions and to provide the full breadth of supply chain management therefore. BIC JACKSONVILLE, FLLocated in Jacksonville, Florida. The terminal facility extends over 262 acres of land situated on the St. John's River, approximately six miles inland from the Atlantic Ocean. This facility provides/assists in providing material and maintenance for approximately 609 major end items, including the AAV, LAV, HMMWV, SINCGARS, and M60. Currently, there are approximately 4 PEB/BS and SKC storage/bin locations housed in two buildings. The Marine Corps customer expects the successful contractor to replenish and maintain these assets and to provide the full breadth of supply chain management therefore. EVALUATION CRITERIA Concept Papers will be evaluated against the criteria set forth in this BAA. In addition to submission of proposals for the furnishing of supplies, interested parties should propose concepts that provide innovative, efficient and complete supply chain management for the requirements of MCLB Albany GA, MCLB Barstow CA and BIC, FL. Concept Papers should describe in detail the manner in which supply chain management will be provided regarding the furnishing of supplies, advance planning and forecasting, the maintenance of a supply and inventory control system, the maintenance of a quality system, including vendor qualification processes, procedures and audits, provision of engineering and technical services, the ability to address surge and sustainment requirements, and any other elements of supply chain management not mentioned. The Concept should include the innovation and efficiencies of supply chain management currently being employed in the commercial market place, and should reflect how those processes will be designed to replace, or be adapted to, the current supply chain management process in place at the MCLBs and BIC. The following evaluation criteria will be employed to determine the technical merit of each Concept Paper submitted. The criteria are listed in a descending ordering of importance: Interested parties should propose Concept Papers which explain how they will provide innovative and efficient supply chain management. These Concept Papers should describe how support will be provided in the following categories: Inventory control, forecasting, and a provision for anticipated services such as engineering, technical, and configuration control of land vehicle spare parts to the above listed bases. The Concept Papers will be evaluated for their ability to provide the innovative type of supply management currently being employed in support of comparable activities in the commercial sector. Concept Papers will be evaluated against the following evaluation criteria to determine their merit. Each site visit will consist of a tour of the facility, and will accord all who attend the opportunity to review the types of the materials required, the number and location of the bins, the types of weapons systems for which the parts are required, and the general layout of each facility. All prospective attendees must register with the contracting officer no later than August 10, 1998. Failure to register might preclude entrance to a site. Visitors may ask questions for the purpose of clarifying customer support needs. However, there will be no discussion regarding contractual content or agreements.
