COMMERCIAL ITEMS PREPARED IN ACORDANCE WITH THE FORMAT IN FAR SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS
ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE
ISSUED. This solicitation NMA301-98-R-0504, is a request for
proposal(RFP). The Solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-06. The associated Standard Industrial Classification (SIC) for this
procurement is 8999 and the small business size is $5 million. The
National Imagery and Mapping Agency seeks a contractor to prepare
ten(10) International Boundary Segment Reports on the following
International Boundary Segments: Burma/Thailand, Brazil/Venezuela,
Cambodia/Thailand, Columbia/Venezuela, Ecuador/Peru, Oman/Saudi Arabia,
Egypt/Libya, Egypt/Sudan, Libya/Tunisia, Libya/Algeria. The reporting
process shall include: 1)the collection and analysis of authoritative
sources defining the current boundries (which shall include but are not
limited to treaties, demarcation reports, boundary surveys, official
native maps, and imagery); 2) compilation of the findings into reports
(which shall contain a summary, background sketch, and annotated list
of authoritative boundary sources defining the current boundary,
descriptions of special sections along a boundary segment, plus
relevant cartographic attachments; and 3) oral presentations to the
Government summarizing the contents of the report and findings. The
International boundary segment reports shall be delivered in hard and
soft copy. The soft copy text must be readable in Microsoft Word 97 and
attached tables must be readable in Microsoft Excel 97 software.
Boundary segments may be awarded to multiple contractors. Contractors
must state capacity in prposal. Upon award, contractors will be given
NIMA sponsored access and borrowing privileges to the Library of
Congress and the Department of the State, to acquire materials related
to the proposed international boundary segments depending upon
requirements first verified by NIMA. The delivery point is the National
Imagery and Mapping Agency, 4600 Sangamore Road, Attn: Ray Millensky,
GIMSE, Mail Stop D-61, Bethesda, Maryland 20816-5003. The FOB point
shall be destination, Bethesda, Maryland. The period of performance
will be sixty (60) days from date of award. The FAR provisions at
52.212-1, Instructions to Offerors Commercial Items and 52.212-2,
Evaluation of Commercial Items, are applicable to this acquisition The
clause at FAR 52.211-4, Contract Terms and Conditions -- Commercial
Items and 52.212-5, Contract terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items, apply to this
acquisition, including subparagraph (6) 52.222-26, Equal Opportunity;
(7) 52.222-35, Affirmative Action for Special Disabled Vietnam Era
Veterans; (8) 52.222-36, Affirmative Action for Handicapped Workers;
and(9) 52.222-37, Employment Reports on Disabled Veterans of the
Vietnam Era. Evaluation of Commercial Items: Evaluation criteria to be
included in paragraph (a) of provision 52.212-2 are related
experience, Staff resumes, technical, and price. The Government intends
to award to the responsible company(s) conforming to its requirements,
who will offer the best value to the Government, price and other
factors considered. Offerors shall address all requirements in this
combined synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a requirement
will be construed by the Government as an inability to meet the neet or
the company taking exception to it. All vendors are to include with
their proposals, a completed copy of provisions 52.212-3, Offeror
Representations and Certifications -- Commercial Items. All interested,
responsible . firms should submit proposals, by 3:00 PM, Washington DC
time, on 10 September 1998, to the National Imagery and Mapping
Agency, ATTN: Kenneth D. Popkin, PCO-E, Mail Stop D-5, 4600 Sangamore
