This Pre-Solicitation Notice is for a firm fixed price indefinite delivery/quantity contract for a broad range of maintenance, repair and minor construction work on real property at 167th AW, WV Air National Guard Base, Eastern WV Regional Airport-Shepherd Field, Martinsburg WV 25401-7704. During the contract period, the Government will identify tasks to be completed by specific job. The Contracting Officer will issue individual delivery orders to the Contractor to complete the jobs. The Contractor will furnish all materials, equipment, transportation, supervision and labor necessary to accomplish the job. Individual jobs will vary in size. Jobs may include trades such as carpentry, road repair, roofing, excavation, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Probable projects include: Latrine Building 110; Maintain Floor Building 134 (Aeromed); Pave Roadway to Tower; Install New Hydraulic Lift Building 106; Paint Various Buildings; Install Snowbirds on Various Buildings; Paint Hanger Doors on Buildings 110, 119 & 128; Construct Pump House enclosure; Maintain POL Tanks; Repair Roof Building 119 & 126; Repair Ramp Lights; Paint Interior of Control Tower; Construct VIP Parking Base OPS; Upgrade 3 Phase Panel Building 119; Repair Field Lighting Panel; Paint Exterior Building 122; Repair Battle Staff Area; Maintain Hanger Floor Building 128; Install Lighting Protection Building 114 Tower; and respond to emergency repair situations. The contract provides for an initial 12 month period with four optional 12 month periods to be extended at the total discretion of the Government. A maximum contract amount of $5 million for the life of the contract (base period plus option years) is allowed. A minimum basic contract amount of $5,000 shall be awarded in the base year and for each option year during the option years. Each delivery order cannot exceed $300,000. SIC for this contract is 1542. The applicable small business size standard including affiliates is no more than $17 million average annual revenue for the previous three years. The Solicitation Synopsis will be published in the CBD on-or-about October 12, 1998. The tentative date for issuing the Solicitation is on-or-about October 26, 1998 or 15 days after the Solicitation notice is published in the CBD. The tentative date for the Pre-Bid Conference is on-or-about November 10, 1998, 10 A.M. local time and the Bid Opening date/time is on-or-about November 24, 1998, 10 A.M. local time at the Air Guard Base. This solicitation package may be obtained by written request from the USPFO for West Virginia, ATTN: Contracting, 50 Armory Road, Buckhannon, WV 26201-8818, and is reserved for General Contractors. Each requestor must indicate their firm's size status such as, small business, small woman owned, small disadvantaged business, or 8(a). This solicitation is a 100% Small Business Set-Aside and all responsible sources may submit a bid which will be considered. This solicitation is restricted to a geographic area within a 50 mile radius of the Air Guard Base location. Contractors outside the geographic area are allowed to compete; however, if they are low bidder, they must set up full construction work operations within the defined geographic area prior to contract award.
