This Pre-Solicitation Notice is for a project that consists of the selective building and site demolition and construction of a 2,500 SF addition to the existing Avionics Building and a 470 SF addition to the Ammo Storage Building located at the 167th Airlift Wing, WV Air National Guard Base, Eastern WV Regional Airport-Shepherd Field, Martinsburg, WV. The work includes reconstruction of roads and parking areas, and relocation of utilities; concrete foundations and floor slabs, masonry bearing walls, metal deck, metal joists, insulation, EPDM roofing membrane, painted walls, vinyl flooring, suspended acoustical ceiling panels, hollow metal doors and frames; complete toilet facilities including fixtures and extending cold water and waste systems, sinks, and eye wash shower; complete gas fired split HVAC system, selected fume extraction systems, extended sprinkler system; complete electrical power and lighting from existing switch gear, fire alarm, telephone voice, data cabling, emergency lighting and special electrical distribution systems. The Contractor will furnish all materials, plant, labor, equipment and supervision necessary for completion of the work. The estimated construction cost is between $250,000 and $500,000 and the SIC is 1542 -- General Contractors, Non-Residential Building, other than Industrial Buildings and Warehouses. The Small Business size standard is $17.0 million. The tentative date for issuing the solicitation is on-or-about October 26, 1998. This is a Pre-Solicitation Notice and the formal solicitation advertisement will be on-or-about October 12, 1998. The tentative date for the pre-bid conference is on-or-about November 10, 1998, 11:00 a.m. local time and bid opening on-or-about November 24, 1998, and 11:00 a.m. local time. Construction/contract completion time is 300 calendar days. There will be a non-refundable fee of $25.00 for plans and specifications. Checks made payable to U.S. Treasury must accompany requests for plans and specifications. Requests for the solicitation package should be submitted as soon as possible after the formal advertisement is published in the CBD. The solicitation package will be available on a first-come, first-serve basis until supplies are exhausted. The solicitation package will be reserved for general contractors only and may be obtained from the USPFO for West Virginia, ATTN: Contracting, 50 Armory Road, Buckhannon, WV 26201-2396, by written request, or may be viewed without charge at the Base Civil Engineer Office at the Air National Guard Base in Martinsburg, WV.
