synopsis/solicitation for commercial items and installation services
prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation and Proposals are being
requested. Solicitations will not be issued. The Solicitation # is
DAAA03-98-T-0244 and is issued as a Request for Quotation (RFQ).
Responses/Quotes are due by 4:00 p.m. Wednesday, September 16, 1998.
Solicitation documents and incorporated provisions are those in effect
through Federal Acquisition Circular 97-06. This acquisition is a 100%
Small Business Set-Aside. If proposing to offer an "Or Equal Item",
submit descriptive literature with quote. Following are salient
charasteristics: One (1) Versalift Model VO-32-1 overcenter 32' aerial
device as follows: Working height: 37'; Horizontal reach: 25'4";
Hydraulic power is supplied by an Onan gas powered generator with an
extended shaft to power a hydraulic pump. Cover and mounting hardware
are to be included in this package; 360 degree continuous and
unrestricted rotation -- A selector valve at lower controls is to
provide complete override of upper controls. Lower boom is to be 6x7",
high strength tubular steel. Insulated fiberglass upper boom should be
6 3/4" x 7" square and constructed of 8 layers of high strength
fiberglass topped with high gloss urethane finish for added weather
protection and water beading. Boom rated for work below 46KV in
accordance with ANSI A92.2-90. Fiberglass, one-man mounted bucket 24"
x 30" x 42" deep. Torsion bar is to be installed. BODY: Fibre Body
Model FB60 Dual with the following specifications: Standard closed cell
structural PVC core. NonSkid on compartment tops. Aluminum bulkhead.
Aluminum rock guards on front of compartments. Steel understructure.
Full length aluminum drip rails. COMPARTMENTATION -- CURBSIDE: One
strobe light and one work light mounted on the boom rest. Aluminum
running boards installed on the Ford F-450. The Contractor is to
install the equipment/attachments on a Government Furnished Ford F-450
cab and chassis. The preceding is white in color. The cab and chassis
location -- Pine Bluff Arsenal, Arkansas. For a Site Visit call Mr.
Newell Gill at 870/540-3306. The following Option is desired: 12 volt
auxiliary operating system to be used in the event of chassis engine
failure, consisting of a 12 volt motor with hydraulic pump.
Delivery/Installation is to be 180 days after receipt of Purchase
Order, F.O.B. Destination Pine Bluff Arsenal; Pine Bluff, Arkansas.
Quantity -- 1 Each and includes INSTALLATION. A Material Inspection
Report and a Certification Statement for Services is to be coordinated
after installation by the Contractor and Acceptance by the Government.
The following Provisions and Clauses are applicable to this
acquisition: FAR 52.212-1 -- Instructions to Offerors; 52.212-3 --
Offeror Representation and Certifications -- Commercial Items; 52.212-4
— Contract Terms and Conditions -- Commercial Items; 52.212-5 --
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. A completed copy of provision
52.212-3 shall be submitted with the proposal to be considered for
award. FAR 52.212-12 -- Evaluation of Commercial Items is also
applicable. Evaluation criteria: Technical capability of the item and
installation quoted to meet the agency's need -- quality, past
performance, warranty and price. See FAR 12.602 and FAR 13.106. This is
a Simplified Acquisition. The applicable clauses and provisions are

excess of $2,500 will be subject,also, to the Service Contract Act.
