support the containerization of on-site transfers of TRU-Waste
shipments of drums and/or large TRU-Contaminated equipment in a
container which is evaluated to meet the specification guidelines. It
is currently anticipated that only one container system will be
required. This will consist of a 20 or 40 foot container, (yet to be
determined) and trailer with loading platform and load handling system,
with more specifications as described in the following information.The
TRU-Waste to be transferred constitutes a Radioactive Material Type B
shipment category and for safety purposes require that transfers be in
a container approved by an appropriate Competent Authority ( NRC, DOT,
IAEA, or DOE). This approval can be in the form of a Certificate or by
Exemption or other Special Arrangement. The container system as
described in the following information must be one that is currently in
use, designed and manufactured to the following specifications, and
documented with appropriate Safety Analysis Reports and Tests. 2. The
anticipated Container System shall include: a. A minimum 20 or maximum
40 foot (yet to be determined) ISO Type container with a proven
re-sealable and leak testable rear door system. The door system shall
demonstrate leak rates less than 1X10(-1) bar cm3 s(-1) SLR. b.
Absolute containment of particulate contents by the combination of a
leak free body (testable), leak free door seals, and HEPA filters. c.
Previous manufacturing and be currently in service(20 or 40 foot size).
d. A trailer with an integral load platform that can adjust for level
or sloping conditions, roller conveyer or other proven system of cargo
loading, and a securing system for pallet and bulk material loading.
e. Two sets of pallets that can unitize 6 or 12 each 55 Gallon drums of
material. Single level loading for a 40 foot unit shall accommodate 48
each 55 Gallon Drums (two levels shall accommodate 96 each of 55
Gallon drums and 20 foot unit shall have a proportionate capacity). f.
A method to facilitate manual loading of single units up to 45,000
lb., and incorporate a tie-down system to prevent movement of cargo. g.
A DOT approved highway trailer (GVWR for trailer over 65,000 lb.) that
includes a loading and off loading platform for staging cargo to and
from the container. Height of trailer with container shall not exceed
13 feet 6 inches. 3.The container shall include: a. Design to meet the
requirements of normal conditions of transport for all packages
(minimum requirements for IP and Type A packages) as specified in 49
CFR and IAEA SS6 regulations. b. Design and testing to meet Type B
requirements with the exception of the mechanical tests (9m drop and 1m
puncture test). c. Safety Analysis Report that demonstrates sufficient
features to petition for Type B (contact handled Transuranic Waste)
approval by competent authority for a packaging exemption or Special
Arrangement Shipping Operations. d. Serving in an actual operational
setting. The interested firms shall furnish one or more references
naming the current users of said container system. 4. Firms interested
in this project shall submit detailed specification(s) of their
system, reference contacts of existing system users, any other
pertinent qualifications including but not limited to quality assurance
certifications. This must be received no later than September 13, 1998
