Wiser (202-767-8094), Contracting Officer The 11th Contracting Squadron intends to procure 1400 (410 ea -- Lg, 960 ea -- XL, 30 -- XXL) cool mesh identification all weather -- lightweight vests to outfit the existing agent force. BACKGROUND: AFOSI, Bolling AFB DC has a continuing requirement to outfit assigned agents with standard outerwear which identifies the agents as law enforement personnel when they are involved in crime scenes or arrests which occur in public areas both on and off base. PURPOSE: This procurement will provide a standard outergarment which will identify special agents assigned to AFOSI. The outergarment will be worn when in public and must enable our agents to be identified, from a distance, as law enforcement agents. PERIOD OF PERFORMANCE: Contract must be complete within 90 days of the contract award. REQUIREMENTS: All weather, lightweight, 100 percent nylon. Style: Mesh ID vest. Color: Navy. Front: The vest must open in the front, bound with a plastic zipper (like those found on ski jackets) for front closure. Pockets: Two pockets (radio and miscellaneous) located on the front of the vest (one on each side on the front of the jacket). (Size: 6" wide and 8" deep. Pockets do not require closure). Vest materials: Vest needs to be constructed of a cool, mesh material with adjustable straps to ensure a comfortable fit over uniforms. Side Adjustments: Two side adjustment straps made of velcor (one on each side on the front of the jacket). Markings: Front left: A contractor provided gold background with blue lettering AFOSI Badge Patch emblem (3 inches wide x 4 inches high), which is swiss embroidered (silk screen is not acceptable) with merrowed border and heat seal backing. Sewn on front left breast of the jacket. (Contractor must obtain the patch which can be acquired from Commercial Emblem Company, 4010 Volta Avenue -- PO Box 258, Brentwood MD 20722, 301-779-7300 or fax 301-779-7123). Front right: a dark navy blue cloth strip with three inch gold block letters "OSI" sewn on the front right breast of the vest,placed horizontally. Back: Centered on the back of the vest is a piece of rugged velcro with the ability to hold one of three identification strips (The three ID strips are FEDERAL AGENT, POLICE, and OSI. Federal Agent can be two lines on one identification strip. All letters must be 3 inch block style letters. Thus, the strip would need to be big enough to place the Federal Agent ID strip as it will be the largest strip.)- a velcro dark navy blue cloth strip with three inch gold block letters "FEDERAL AGENT", a velcro dark navy blue cloth strip with three inch gold block letters "POLICE" and a velcro dark navy blue cloth strip with three inch gold block letters "OSI". Sizes: Standard US sizes of L (chest size 40-45"), XL, and XXL. First Article Approval: Contractor must provide a first article of each item for approval before production. Warranty: Contractor will warranty all work and materials to be free of defects in material and/or workmanship for a period of one (1) year. During the warranty period, contractor shall replace any and all deliverables found to be defective in materials or workmanship. Delivery: Contractor must deliver the specified quantities in 90 days after receipt of the order. (Note: Since this is a first time buy, there is no sample). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being reissued as a Request for Proposal Number F49642-98-QS366. All offers are due no later than noon eastern standard time on 11 Sep 98. The solicitation document and any resultant contract incorporates required clauses and provisions in effect through Federal Acquisition Circular 97-3.
