Offerors must submit technical questions to the Contracting Officer within ten calendar days of release of the solicitation. Proposals are due by 1:00 local time on October 13, 1998. This provision requires offerors to submit information covered by the provision to provide the EPA with an opportunity to assess its vulnerabilities relative to organizational conflicts of interest prior to award. Offerors should also pay close attention to the RFP Section M provision entitled "Eligibility Requirements for Award."
