The National Institute of Standards and Technology (NIST) has a requirement for the renewal of its membership in an organization which provides access to cost effective commercial technologies for improvement in productivity, quality, and competitiveness of the U.S. domestic industrial base, through related education training strategies. It is the intent of the Government to negotiate with the National Coalition for Advanced Manufacturing (NACFAM), in accordance with FAR 13.106-1(b)(1), as the only source reasonably available to satisfy the needs of this agency. NACFAM is an organization which builds partnerships between industry and non-profit organizations, including federal labs. It conducts workforce skill standards and assessments, public policy research in fields related to advanced manufacturing, conferences and workshops. The period of performance for this requirement is from September 1998 through September 1999. The Government intends to issue a firm, fixed priced purchase order. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, all quotes received by the response date of 9/11/98, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
