The National Institute of Standards and Technology (NIST), Advanced Technology Program (ATP) has a requirement for a Contractor to hold two workshops and prepare a report on "Understanding ATP's Role in Private Sector Decision-Making on Early Stage, High-Risk R&D Projects." The Contractor shall be responsible for performing the following tasks: (1) convene two workshops of scholars, R&D managers, and venture capitalists to explore and further the understanding of the interface of ATP with private sector investment decisions; (2) develop a set of discussion papers from the participants which outline either the process (in the case of the R&D managers and venture capitalists) by which decisions on early stage, high-risk funding decisions are made -- with examples as appropriate, or by which (in the case of the scholars) this decision-making process is analyzed; and (3) edit these papers (and possibly other material) into a final report. The period of performance shall be from date of contract award through approximately 270 days thereafter. The Government anticipates award of a Time & Materials type contract.
