SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB860144 IS
BEING ISSUED AS A REQUEST FOR QUOTATIONS (RFQ) USING SIMPLIFIED
ACQUISITION PROCEDURES. Incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-05. The National
Institute of Standards and Technology has a requirement for Pentek
digital signal processing hardware and software. This Pentek hardware
is the heart of the Sub-Atomic Displacement Competence project at NIST
and has been proven over the past 8 months to meet all of NIST's
prototype design goals. The prototype hardware that NIST has proven to
be effective uses the Pentek 41 MHZ A/D converter and the Pentek
digital receiver. NIST now needs to expand their signal processing
system and move their project out of the prototyping phase and into the
implementation phase. To accomplish this, NIST requires three (3) more
Pentek 41 MHZ A/D converters and three (3) more digital receivers. The
Pentek boards are drop-in replacements both for hardware and software
with NIST's existing system. The Contract Line Item Numbers (CLIN),
quantities, and unit issues are as follows: CLIN 0001, Pentek 41 MHz
12-bit Dual A/D Converter, Part #6441, Qty. 3 each; CLIN 0002, Pentek
8 ch Digital Receiver 2 input HSP500116, Part #6508, Qty. 3 each; CLIN
0003, Pentek 2 slots wide cable, Part #2117-002, Qty. 3 each; CLIN
0004, Warranty (specify what is included in the warranty); and CLIN
0005, Manuals, The contractor shall provide all manuals and the
Government has the right to reproduce the manuals for its use as
necessary, CLIN 0006, Technical support over-the-phone via toll-free
number or a number that shall be within the local calling distance of
Gaithersburg, Maryland and CLIN 0007, FOB Destination: The contractor
shall pack and mark the shipment in conformance with carrier
requirements, deliver the shipment in good order and condition to the
point of delivery specified in the contract, be responsible for any
loss of and/or damage to the goods occurring before receipt of the
shipment by the consignee at the delivery point specified in the
contract; and pay and bear all charges to the specified point of
delivery. The contractor shall deliver all line items FOB Destination,
to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD
20899-0001. The desired delivery time is 30 days after award. The
required delivery time is 90 days after award. The provisions at
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition. However, as an addendum to 52.212-1, Instructions to
Offers-Commercial Items, paragraph (f) Late offers does not apply to
this acquisition. Award will be made to the lowest priced, technically
acceptable offer. Offers shall include appropriate product information
that clearly documents that the offered products are those listed
above. The clause at 52.212-4, Contract Terms and Conditions-Commercial
Items applies to this acquisition. The clause at 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition, including
subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9)
52.222-37, (15) 52.225-21 (Alternate I), and Department of Commerce
Agency-Level Protest Procedures Level Above the Contracting Officer,
which can be downloaded from the NIST Web Page located at
http://www.nist.gov/admin/od/contract/protest.htm. The applicable
Standard Industrial Classification Code is 3669 with a size standard of
750 employees. However, this acquisition is unrestricted and all
interested offerors shall submit the following: 1) Three (3) copies of
a quotation which address CLINs 0001-0006; 2) Technical description
and/or product literature; 3) Two (2) copies of the most recent
published price list(s); and 4) A completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
which may be downloaded from
