COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 8,1998 PSA#2175DHHS/PHS/FDA/Office Of Facilities, Acquisition, And Central Services,
Division of Contracts and Program Management, HFA-512(COB), 5600
Fishers Lane, Rockville, MD 20857 66 -- MALDI-TOF MASS SPECTROMETER SOL 228424-00-98 DUE 092398 POC Paul
Scarborough, Contracting Officer (301) 827-7150 The Food and Drug
Administration intends to purchase a Matrix-Assisted Laser Desorption
Ionization Time-Of-Flight, (MALDI-TOF) Mass Spectrometer with a
Voyager-DE RP Biospectrometry Workstation or equal. A compact benchtop
instrument is required, with a maximum 24" wide and 27" deep foot
print desired. The ion source requirement should incorporate a
two-field ion source with the Delayed Extraction (DE) technology which
enables the acquisition of high resolution and high accuracy data.
Full software support and related instrumentation (fast high voltage
switching and delay generator) for delayed extraction must be included.
Laser requirements consist of a high performance nitrogen laser with a
337 nm wavelength, with continuously variable power up to ~170uJ. Mass
Analyzer shall include both linear and reflectron operation modes. A
single stage, gridded reflector providing excellent product ion
response across the full mass range is required. Minimum linear path
length of 1.3 meters, 2.0 meter single state Reflectron (with grid) for
enhanced resolution, and a low mass gate to filter out matrix ion
interference are all required. The system shall include DE Resolution
of greater than or equal to 4000 for ACTH 18-39 (m/z2465) in reflector
mode, and DE Resolution of greater than or equal to 1000 for myoglobin
in linear mode. The system shall include DE Mass accuracy of less than
or equal to plus or minus 0.05% for angiotensin with external
calibration in linear mode; DE Mass accuracy of less than or equal to
plus or minus 0.02% for angiotensin with internal calibration in linear
mode; DE Mass accuracy of plus or minus less than or equal to 0.01% for
ACTH 1-17 with external calibration in reflector mode; and DE Mass
accuracy of less than or equal to plus or minus 0.005% for ACTH 1-17
with internal calibration in reflector mode. A 90 day system warranty
shall be provided with an optional 9 month warranty extension offered.
System installation, start up and initial on-site training shall be
included. This is a combined synopsis/solicitation for commercial
items. An award will be made fifteen (15) days from the date of this
notice. Sources may submit descriptive literature which fully
demonstrate that their product meets the brand name specification which
shall b considered by the Agency. This procurement is being awarded as
a simplified acquisition in accordance with FAR Subpart 13.5. Written
