synopsis-/-solicitation for a commercial item prepared in accordance
with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation
number for this Request for Quotation is N00244-98-T-0018. This
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-05 and Defense
Acquisition Circular 91-13. This solicitation is issued on an
unrestricted basis, under Standard Industrial Code 3825 with a small
business standard of 500 employees. FISC San Diego has a requirement
for the following items: ITEM 0001 is four (4) sound analyzers, Bruel
and Kjaer Part No. 2260A (or equivalent) . The devices must conform to
ANSI Type 1. Equipment must have automatic event logging capabilities.
Programmable equipment with internal automatic charge injection
calibration check, capable of being set to automatically run, is
required, to validate data collected by the unmanned equipment.
Equipment will be left unmanned up to 30 days. Sound analyzers need
ability for data logging over one month and downloading onto a laptop
computer. The equipment will need a 20-megabyte memory card to download
data. Equipment must also be capable of storing octave band data in the
event the frequencies of the noise need to be known. Equipment must be
capable of storing data in a file for later analysis. Equipment must
be capable of measuring at A and C scales from 20-20,000 hertz.
Equipment must be capable of withstanding temperature of -10 to 50
degrees Celsius, relative humidity of 90%. Equipment must be capable of
running if 110 volt and 12 volt with battery back up. Equipment will
have a three year warranty. ITEM 0002 is for one (1) sound pressure
calibrator, Bruel and Kjaer Part No. 4231 (or equivalent). Item is
required to perform an external calibration check of the sound
analyzers. If data collected ever ends up in court, external
calibration will be needed to validate data. ITEM 0003 is for four (4)
microphone extension cable (10 meters), Bruel and Kjaer Part No.
AO0442 (or equivalent). Cable must be at least 20 feet in length with
weatherproof connections on both ends. ITEM 0004 is for four (4)
outdoor microphone protection kits, Bruel and Kjaer Part No. UA1404 (or
equivalent). Manufacturer of sound analyzer must provide with or as an
accessory a protection kit for the microphone, which will render the
microphone useable during windy, dusty, rainy, temperatures up to 50
degrees Celsius and other excessive weather conditions. Microphone
protection must include a wind screen and bird catch. ITEM 0005 is for
one (1) PC Software, Bruel and Kjaer Part No. 7820 (or equivalent).
Manufacturer of sound analyzer must include or provide as an accessory
software that is Microsoft Windows compatible which is capable of
producing analysis and graphs of the collected data. ITEM 0006 is for
one (1) Personal Computer Memory Card International Association, 20 MB,
Bruel and Kjaer Part No. UL1003 (or equivalent). Required to transfer
data from sound analyzer to laptop computer. Does not have to be
supplied by sound analyzer manufacturer. ITEM 0007 is for three (3)
Power Supply, 110 Volt, Bruel and Kjaer Part No. ZG0388 (or
equivalent). ITEM 0008 is for three (3) cables for 12 Volt Supply,
Bruel and Kjaer Part No. AQ1698 (or equivalent). ITEM 0009 is for four
(4) Calibration, Traceable to NIST, Bruel and Kjaer Part No. 2260CAL
(or equivalent). If an equal substitute is quoted, specification sheets
will need to be submitted. Bid is all or none. Required delivery is to
Port Hueneme, CA 93043-4370 on September 30, 1998. Acceptance shall be
at destination. The following provision apply FAR 52.212-1,
Instructions to Offerors Commercial Items, Addendum to FAR 52.000-1,
Paragraph (b) (5) Offers shall provide an express warranty which at a
minimum shall be the same warranty terms, including offers of extended
warranties, offered to the general public. Express warranties shall be
included in the contract. Offerors are required complete and include a
copy of the following provisions with their proposals: FAR 52.212-3,
Offeror Representation and certifications Commercial Items. Clause FAR
52.212-4 Contract Terms and Conditions Commercial Items, applies as
well as the following addendum clauses; FAR 52.211-5, New Material, FAR
52.211-7 Other than New Material, Residual Inventory, and Former
Government Surplus Property. The clause at 52.212-5 Contract Terms and
Conditions Required To Implement Statues or Executive Orders
Commercial Item applies with the following applicable clauses for
paragraph (b): FAR 52.222-26 Equal Opportunity; FAR 52.222-35
Affirmative Action for Special Disabled and Vietnam Era Veterans, FAR
52.222-36 Affirmative Action for Handicapped Workers, FAR 52.222-37
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era, DFAR 252.204-7004 Required Central Contractor
Registration, applies to all solicitations issued on or after 6/1/98.

Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisition of Commercial Items,
applies with the following clauses applicable for paragraph (b) DFAR
252.225-7001 Buy American Act and Balance of Payment Program, and DFAR
252.225-7012 Preference for Certain Domestic Commodities. The
Government intends to make a single award to the responsible Offeror
whose offer is the most advantageous to the Government considering
price and price related factors. Provision 52.212-2 Evaluation
Commercial Items applies with paragraph (a) completed as follows: Award
will be made to the Offeror that meets the solicitation's minimum
criteria for technical acceptability at the lowest price. To be
determined technically acceptable the Offeror must furnish product
literature that demonstrates the products offered meet all requirements
stated in the above purchase descriptions for all Line Items. All
responsible Offerors are to submit current pricing, delivery time,
payment terms, cage code, Dunn and Bradstreet number, Tax
Identification Number and all applicable specifications regarding this
solicitation. Also required are copies of applicable commercially
published price lists pertaining to your company's products that meet
the specifications. Quotes must be received no later that 3:00 p.m.
