Contracting Officer The National Institutes of Health, National Cancer
Institutes, Division of Clinical Sciences, Laboratory of Pathology,
intends to procure one(1) CytoVision Karyotyper Workstation with
accessories from Applied Imaging, Robinson Plaza II Suite 140, Route
60, Pittsburgh, Pa., 15205. This s a combined sole source
synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) 12.6, as
supplemented by additional information included in this notice. This
announcement constitutes the only solicitation and a separate written
solicitation will not be issued. The solicitation includes all
applicable provisions and clauses in effect through FAR FAC 97-05. The
acquisition is being made in accordance with the test program for
simplified procedures for certain commercial items authorized in FAR
13.5. The Standard Industrial Classification Code is 3845 and the
business size standard is 500 employees. However, this requirement is
not set-aside for small business. BACKGROUND: The Laboratory of
Pathology provides services and opportunities for collaborative
research to investigators throughout the NCI as well as other NIH
Institutes. Services include a variety of tests for the detection of
constitutional (ie., congenital) and acquired chromosomal
abnormalities. The CytoVision Workstation will be used to perform three
critical functions. First, the standard in cytogenetics has been, and
continues to be, high-resolution G- banded karyotype analysis. This
methodology allows for the detection of numerical and structural
chromosomal abnormalities at the level of the light microscope. Second,
recent developments in fluorescence in -situ hybridization (FISH)
technology have made it possible to see submicroscopic chromosomal
changes in both actively-dividing (mitotic) and resting (interphase)
cells. Third, comparative genomic hybridization (CGH), which also uses
FISH techniques, has very recently emerged as a powerful technology
for investigating gains and losses of chromosomal material throughout
the genome in tissue that has been fixed and/or stores. CGH thus adds
a new dimension to our research program in molecular cytogenetics
investigations of tumor initiation and progression. This system will be
hooded into the current CytoVision Ultra Fish main system which
includes optical disc storage of records, a color printer, and a plain
paper laser printer. Applied Imaging is the only known source to NCI
that can provide a second "remote" workstation that is compatible with
our current system. The new workstation must be capable of image
analysis, documentation, and storage of all three types of records as
indicated above. B.) REQUIREMENTS-The CytoVision Karyotyper
WorkstationApplied Imaging shall include the following: 1.)Intel
Pentium UNIX-based computer workstation, imaging capture facility,
integrating CCD camera, 12 position excitation filter wheel and
comprehensive filter set, 100 MB ZIP drive, 3.5" floppy disk drive, 17"
color monitor, keyboard, mouse, Operator's manualand license to use
Probe and CGH software. 2.) Full one year comprehensive warranty and
travel costs for repairs and software upgrades during the warranty
period; and 3) full user training by an application specialist at the
time of installation. The hardware and software included in this
computerized image analysis system must provide G-banded karyotyping,
FISH, and CGH capabilities. NOTE: All equipment must be Year 2000
Compliance. Delivery shall be made F.O.B. Destination, inside delivery,
no later than 60 days after receipt of order to the National Cancer
Institute, Division of Clinical Sciences, 9000 Rockville Pike, Bldg.
10, Rm. 3C731, Rockville, MD. 20892. C).PROVISIONS AND CLAUSES:: The
solicitation incorporates the provisions at FAR 52.212-1, INSTRUCTIONS
TO OFFERORS-COMMERCIAL ITEMS, and at FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS -COMMERCIAL ITEMS. The latter
provision includes the DUNS Number addendum. The resulting contract
will incorporate the requirements of the clause at FAR 52.212-4,
CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS with Year 2000 Addendum,
and the requirements contained in paragraphs (a) and (d) of the clause
at FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT
STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS -- DEVIATION FOR
SIMPLIFIED ACQUISITIONS. The following FAR clauses cited in paragraph
(b) of the clause at FAR 52.212-5 are also applicable to this
acquisition: FAR 52.222-26, EQUAL OPPORTUNITY; FAR 52.222-35,
AFFIRMATIVE ACTION FOR SPECIAL DISABLED AND VIETNAM ERA VETERANS; FAR
52.222-36, AFFIRMATIVE ACTION FOR WORKERS WITH DISABILITIES; FAR

comparability to the existing CytoVision Karyotyper Workstation, with

is signed by an authorized representative of the offeror and includes
a completed "Schedule of Offered Supplies/Services." Offers must be
accompanied descriptive literature, warranties, and/or other material
that demonstrate that the offer meets the stated requirements. Offers
