constitutes a Notice of Contracting Action. The B-1B Systems Program
Office (SPO), Aeronautical Systems Center (ASC), is planning a task
order contract to investigate and report on what must be done to
integrate and incorporate new capabilities onto the B-1B aircraft. The
Air Force is anticipating awarding a contract in the 2nd quarter of
FY99 to Boeing North American Aircraft, the producer and prime
integrating contractor of the B-1B. The contractor will be tasked to
perform the following: (1) design, engineering, fabrication and testing
of hardware and/or software prototypes, (2) system/subsystem design and
integration, (3) technology investigations providing technical
documentation for integration of new capabilities on the B-1B, and (4)
demonstration or test of potential hardware or software upgrades.
Specific work will be defined in each task order, including but not
limited to: (1) interfacing with and modifying weapon systems for the
B-1B and (2) design, engineering, development, integration, fabrication
and testing of components and systems for the B-1B. This effort
encompasses tasks associated with work that is already on contract
and/or in planning for approved sole source awards to Boeing North
American, all of which require the expertise of the integrating
contractor for the currently fielded B-1B Weapon System. The purpose of
this synopsis is to notify small businesses of potential subcontracting
opportunities. The Point of Contact within Boeing North American is

this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concerns
during the proposal development phase of this acquisition. Potential
