U.S. EPA National Risk Management Research Laboratory, Air Pollution Prevention Division, plans to negotiate on a sole source basis with Millipore Corporation for the procurement of mass flow controllers (MFCs) and controllers for the MFCs used to blend synthetic combustion process emissions in a laboratory setting. The MFCs and controllers shall be compatible and interchangeable with existing MFCs and controllers. EPA source research indicates Millipore is the only source capable of providing this equipment. However, any firm believing itself capable of meeting the requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, EPA will proceed to negotiate with Millipore. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, all quotations received within 15 days after the date of this synopsis will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
