seeks, on behalf of the National Partnership Council (NPC), a
contractor to conduct research into Federal labor-management
partnerships in several Federal agencies. The NPC, chaired by the
Director of OPM, wishes to conduct research and develop an evaluation
model(s) based on that research that Federal agencies and unions may
use to evaluate their own partnership efforts. The goals of the
Council's research are: a)to determine the extent to which partnership
produces quantifiable improvements in Federal agency performance; b)
to determine the elements of partnership that relate to quantifiable
improvements in agency operations; c) to develop an evaluation model
that agencies and unions may use to evaluate their partnership's
effectiveness in improving agency performance; and, d) to look beyond
perceptual data of partnership participants and practitioners (as was
accomplished by the Council's 1996 and 1997 research) to other possible
information collection methods that will address progress and
improvements in organizational performance resulting from partnership.
Specific tasks in conducting the research are: 1) Brief agencies and
union participants and get feedback in order to develop an effective
research plan; 2) Conduct research/assessments subsequent to NPC/OPM
approval. The contractor shall submit progress reports for every
identified milestone in the plan as well as data file layouts; 3)
Prepare individual agency/union reports which assess partnership
activities across agencies or major sub-components; 4) Prepare a report
for the NPC on the results of the overall research project; and, 5)
Prepare an evaluation model(s) based on the research that agencies and
unions may use to evaluate whether their partnership efforts have
improved agency performance. The procurement will be unrestricted. The
SIC code for this procurement is 8748 with a size standard of $5
million in average revenues. It is anticipated that Solicitation
OPM-RFP-98-00672KLM will be released no sooner than 15 days after
publication of this notice. This solicitation will not be subject to
provisions of Part 12 of the Federal Acquisition Regulations. Proposals
will be due 30-45 days after issuance of the Solicitation. For
