information and questions The USDA-Forest Service intends to select an
A&E firm (Joint Ventures acceptable) to negotiate a fixed priced
contract for professional expertise to research cultural context,
determine and catalog the architectural character of five separate
geographic regions and facilitate five separate charrettes. The general
geographic regions include, New England-Great Lakes; Southeast
(Appalachian/Continental/Ozarks -- Subset Coastal Areas); Rocky
Mountain (Rocky Mountain/Basin & Range); Southwest (Southwest/Southern
California Coastal Ranges; and Northwest Sierras/Alaska. The minmum
team makeup includes an expert Facilitator (the Architect or Landscape
Architect optional); Architect Historian; Architect; Landscape
Architect; Illustrator, and a Writer. The final product of each
charrette shall be a written, graphic description of the regional
architectural character and non-building elements (gates, entrances,
etc.)character. To be considered, qualified firms capable of providing
the required services shall submit (A) -- Standard Form 254
(Architect-Engineer and Related Services); (B) -- Standard Form 255
(Architect-Engineer and Related Services Questionnaire for Specific
Project); (C) -- Separate SF-254 and SF-255 for eachSubcontractor or
Consultant. We ask that proposals be submitted under a single binder (4
copies each) with sections divided by tabs to correspond with each of
the criteria below. All Firms will be ranked for Criteria (1) through
(3) below. Top ranked firms which are selected for the "short list"
will be re-evaluated starting from 0 points using criterion (4).
Evaluation criteria and relative weights are as follows: (1)
Professional Qualifications relating to the work requested. (25 points)
-- specialized experience of the principal firm in similar projects,
quality of work and understanding of sustainability. (2) Specialized
experience and technical competence in the type work required (65
points. -- Professional qualifications and experience of team members,
quality of work. -- Regional expertise in each of the five regions. --
Understanding of Sustainability. (3) Capacity to accomplish the work in
the required time. (10 points) -- Current workload and capacity of
principal firm. -- past performance on contracts with Government
agencies and private industry. -- Demonstrated cost control capability,
and compliance with performance schedules. (4) Firms philosophy, method
of work and rapport based on a presentation to Forest Service personnel
at the offices of the principal firm. -- Telecommunications and
feedback received by the evaluators from selected clients on the
