Specialist, Minnie Wright, 202-622-0209. This is a combine
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. Solicitation No. DO-99-0004 is a
request for quote (RFQ). The solicitaion document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-06. The Department of the Treasury intends to award a
sole-source purchase order to FAME Information Services, Inc. for the
lease of FAME Software (business decision support software) including
FAME/HLI and FAME/FFI, to operate on the VAX 8800/VAX 7610 under the
VMS operating system. The decision support package needed must include
an easy to use time intelligence feature. This feature must allow the
user to mix daily, weekly, monthly, and any other time-period data,
not only in the same database, but also in the same analysis, graph or
report. The time intelligence function must include the ability to
understand and interpret a calendar. Data can be stored at their
natural frequency and work with at any other frequency desired. In
addition, data conversion can be automatic or explicit, permanent or
temporary. The four types of data conversion techniques required are
discrete, constant, linear spline and cubic spline. The software must
efficiently handle multiple, multidimensional databases of large sizes
allowing users to concurrently access individual databases and combine
and comapre data from different databases in one analysis or report.
The data in the database should be identifiable by name rather than
location with the ability to attach descriptions of each data set
within the files. This requirement is designed under the authority of
41 U.S.C. 253 (c)(1), Only One Responsible Source. This synopsis is
published for information purposes only. This requirement is not a
set-aside for small business. The Standard Industrial Classification
(SIC) Code for this acquisition is 7372. The anticipated period of
performance for this requirement is October 01, 1998 through September
30, 1999. The places of delivery are the Department of the Treasury
(main building and annex), 1500 Pennsylvania Avenue, N.W., Washington,
DC 20220; the Department of the Treasury. The clauses and provisions
