an approximate date. This is a justified sole source requirement to
Dayton T. Brown, Inc., Church Street, Bohemia, Long Island, NY 11716.
The contractor shall provide preventive maintenance (PM) and remedial
maintenance (RM) at McClellan AFB, CA for hydraulic pump/motor
automatic test stands to include periodic inspections, all emergency
calls, and the replacement of standard parts, in accordance with
Statement of Work, Undated, for a basic contract of eleven (11) months
plus four (4) three (3) month options, if options are exercised.
Support will be provided via telephone modem and on-site work at
McClellan AFB. Hardware covered will be all Dayton T. Brown, Inc. test
equipment and the central computer network currently installed.
Telephone modem support will include the modification and or upgrade of
software, assisting technicians in development of programs, and
assisting maintenance technicians in troubleshooting and or repair of
test equipment. On-site support trips will includeinspection of test
equipment, assistance in program development and or verification of new
test procedures on the test equipment, maintenance assistance on the
test equipment, and requested additional operator training on the test
equipment. The contractor shall perform non-personal service to
include all labor, tools, parts, materials, facilities and
transportation. FOB destination is required. Period of Performance: 98
Nov 01 through 99 Sep 30, eleven (11) months. This is an "all or none"
requirement. Description, quantities, locations are based on the best
available data at the time. Actual solicitation requirements may
differ. The approximate issue and or response date will be 98 Sep 30.
The anticipated award date will be 98 Oct 30. Written procedure will be
used for this solicitation. No telephone requests. Only written, faxed
or email requests received directly from the requester are acceptable.
All responsible sources solicited may submit a bid, proposal, or
quotation which shall be considered. Authority: 10 U.S.C. 2303(a)(1),
Justification: Supplies (or Services) required are available from only
one or a limited number of responsible source(s) and no other type of
supplies or services will satisfy agency requirements. The Period of
Performance shall be from the time of award until 30 Sep 99 and four
(4) three (3) month options, if options are exercised. A maximum of 23
months. On-site repair shall be between the hours of 8:00 a.m. and
5:00 p.m. PST, Monday through Friday, excluding holidays, committed
response time of eight (8) hours. Hardware maintenance shall be
performed continuously until the problem is resolved. Contractor shall
automatically activate an accelerated back-up plan to involve the
necessary technical resources should a problem cause repairs to exceed
re-determined time limits. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposal or in the source selection process. Interested
parties are invited to call the Ombudsman if your concerns are not
satisfied by the Contracting Officer. All responsible sources may
submit a proposal and or quotation which shall be considered by the
agency. When requesting a solicitation, provide information as to
whether your organization (together with its affiliates) is a large or
small business and whether it is a small disadvantaged business.
