combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information contained in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is a Request for
Quotation (RFQ) SP0410-98-Q-0166. The RFQ incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-5 and Defense
Acquisition Circular 91-13. This requirement is issued on an
unrestricted basis; the standard industrial classification code is 7375
with size standard of $18 million. Description of Requirement: Provide
on-line service that will enable buyers to access the information
needed to satisfy emergency requisitions. ITEM 0001 -- PARTS DATA BASE
-- AVIATION(4x); ITEM 0002 -- PARTS DATA BASE -- MARINE(4x); ITEM 0003
-- MASTER CROSS REFERENCE DB; ITEM 0004 -- PROCUREMENT HISTORY DATA
FILE; ITEM 0005 -- MANAGEMENT LIST -- CONSOLIDATED; AND ITEM 0006 --
APPROVED PARTS LIST(APL). The information needed to process emergency
requisitions includes but is not limited to the items specified above.
The service will enable users to expedite requisitions for parts and
supplies that are needed to maintain aircraft, ships, tanks, etc. The
Defense Supply Center Richmond currently has a contract with Inventory
Locator Service for the services listed above. The contract expires on
30 September 1998. The period of performance for this requirement is 01
October 1998 thru 30 September l999. The following Federal Acquisition
Regulations (FAR) provisions and clauses apply to this solicitation
and are incorporated by reference: FAR 52-212-1, Instructions to
Offerors -- Commercial Items; and FAR 52.212-2, Evaluation --
Commercial Items; FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items; FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders. Offers
may be submitted on letterhead stationery and at a minimum must show:
(1) The name, address, and telephone number of the offeror; (2) a
technical description of the item(s) being offered in sufficient detail
to evaluate compliance with the requirements in the solicitation; (3)
price and discount terms (4) Representations and Certifications at FAR
52.212-3 and DFARS 252-212-7000; (5) The offeror must submit their
Data Universal Numbering System(DUNS) Number or Data Universal
Numbering System+4(DUNS+4) Number which will be used for verification
in the DOD Central Contractor Registration(CCR) database. The proposal
must be signed by an official authorized to bind the organization. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The Government intends to award a firm-fixed price
purchaseorder. Questions concerning this RFQ must be submitted in
