Officer, 703-841-3869 The Inter-American Foundation (IAF) is an
independent agency of the U.S. government located in Arlington,
Virginia. Its primary work consists of grant-making and related
research, evaluation, and dissemination activities benefiting foreign
non-governmental organizations (NGOs) working to improve the lives of
poor and disadvantaged people in Latin America and the Caribbean. The
IAF is seeking to contract the development of a management information
system (MIS) in Oracle to support its grant administration and
monitoring activities, including the review and approval of grant
applications initiated electronically from Latin America, production
and management of grant and cooperative agreements, tracking the status
of all projects during the entire grant life cycle, monitoring grant
activities and results, and measuring progress towards meeting goals
and objectives. The Contractor shall create the Oracle repository using
the design specifications provided on hard copy by the IAF. Using
Oracle Designer/2000and Developer/2000 CASE tools, the Contractor shall
complete tasks required to to build and test the modules that make up
the MIS application, resulting in the development, delivery and
installation of database creation scripts, forms, reports, reference
data, and legacy data. Legacy systems to be converted and integrated
into the new MIS application include the Grant Management System (GMS),
a database application written in COBOL which resides on a Wang VS, and
another database written in Microsoft Access (version 2.0) with results
information on approved grants. The system will be used to enter and
update grant applications and modifications, maintain budget,
disbursement, monitoring and results information for approved grants
and modifications, and provide querying and reporting capability for
this information. The Contractor shall develop screens and reports for
use in a Microsoft Windows environment. The new system must have the
capability of storing grant application information, grant agreement
clauses and letters in English and at least one other language (French,
Spanish, Brazilian-Portuguese). The Contractor shall develop the
application using their own software and hardware in the event that the
installation of new equipment and software being purchased by the IAF
is not completed during the implementation period. Other tasks include
the development of system documentation, instructional manuals,
training sessions for system users and administrators, and security.
The Contractor shall also fully test the functionality of the
applications developed, including screens, forms and reports;
navigation between database screens and modules; and the integration of
data from the former GMS and Access results system. The Contractor will
also design, develop and implement an Internet Web page transmission
mechanism to allow grant applicants to access the database and submit
grant applications and results data on-line from field sites in Latin
America. This task will include the installation of required
hardwareand software, training, testing, documentation, and security.
The period of performance is 180 days from the date of contract award.
