The Oregon Department of Environmental Quality (DEQ), through the Oregon Department of Administrative Services Purchasing Division (DAS), intends to contract with one contractor for services related to soil excavation, demolition, and disposal of hazardous waste materials as specified in the Contract Documents at the former McCormick and Baxter Creosoting Company Site, Portland Plant. The site is located at 6900 N. Edgewater Street, Portland, Oregon. The site is a designated U.S. EPA Federal Superfund site, and the work is, in part, funded by the U.S. EPA. A MANDATORY pre-bid meeting will be held on September 16, 1998. The Bid Close Date is October 7, 1998. The work includes, but is not limited to: -- Remove and dispose of approximately 27,000 tons of hazardous soil -- Asbestos abatement -- Demolition of an office building and lab building -- Removal and recycling of railroad track -- Demolition of concrete structures, creosote dock, pilings and below-ground piping -- Wellhead reconstruction In order to be deemed a qualified bidder, the bidder must meet or exceed all of the following qualification criteria, complete the required forms, and be able to provide the necessary back-up documentation to support the responses. Bidders who do not meet all of the following qualification criteria need not submit a bid. 1. Bidders are required to propose two key project staff* for this project. Both of the key project staff must be employees of your company at the time of submitting this bid. Each of the key project staff must have completed at least two remedial action projects, which meet the requirements set forth below. At least one of the two projects must have been performed by each key project staff while employed by your company. Each project must meet the following requirements: a) The company which performed the work and which employed the key project staff must have been the prime contractor.** b) The projects must have involved at least 3,000 cubic yards (or at least 3,600 tons) of contaminated soil*** requiring excavation, transportation, off-site treatment, and/or off-site disposal. c) The projects must have been completed within the past 5 years. d) The projects must have involved off-site transportation of the contaminated soil as a hazardous substance in accordance with U.S. DOT Hazardous Materials Regulations contained in 49 CFR Subchapter C. e) The projects must have involved treatment and/or disposal of the contaminated soil in an off-site RCRA Subtitle C facility. * Key project staff are defined as the Project Manager and Site Superintendent. These individuals must have been an employee at the time that the qualifying projects were perfromed. Individuals who were independent contractors or subcontractors at the time that the qualifying projects were performed will not be considered to have been employees of the prime contractor. **To be considered as meeting the intent of this requirement, a prime contractor may also be defined as a contractor who worked in the capacityof a prime remedial contractor under a state or federally funded contract or a contractor who worked as a prime construction or remedial contractor under an A/E type subcontract agreement. ***Soil must have been contaminated with (a) hazardous substance(s) defined by Section 101(14) of CERCLA and required to be treated and/or disposed in a RCRA Subtitle C facility. Soil contaminated solely with petroleum, (including crude oil or any fraction thereof) does not qualify, unless other constituents in the soil deemed it a hazardous substance that required it to be treated and/or disposed in a RCRA Subtitle C facility. 2. Your company's site personnel and all appropriate subcontractor personnel must meet the requirements of OSHA 29 CFR 1910.120 for health and safety training and medical surveillance. In addition, your company's personnel and appropriate subcontractor personnel must be able to work in Level D and C protective equipment.
