Request for Quotation (RFQ) for Repair and Refurbishment of Three
Vacuum Pumps. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items
from Tescorp, of Marietta, GA only. This recommendation is made
pursuant to FAR 13.106, for the acquisition of supplies or services
determined to be reasonably available from only one source. Competition
is impractical because MSFC's wind tunnel facility uses vacuum pumps
identical to those to be refurbished. In order to ensure compatibility
within the facility, the vacuum pumps must be reconditioned or
refurbished to meet the manufacturer's original specifications. Many
parts are not available off-the-shelf and will have to be custom made.
Tescorp has the required tooling and experience necessary to
manufacture those parts that are not available off-the-shelf, and is
the pump manufacturer's authorized service representative for this area
of the country. The government does not plan to acquire commercial

To maintain continuity of service within its 14-inch Trisonic Wind
Tunnel, MSFC requires three, 40 year old vacuum pumps to be
reconditioned or refurbished to meet the manufacturer's original
specifications. The model number of the vacuum pumps is V250-250H,
V250-250 and V300. QUANTITY: 3 EA. SPECIFIC TASKS: The contractor shall
perform the following services: PHASE 1: Shipment and Assessment of
Repairs Required 1.0 The contractor shall prepare for shipment and
transport three vacuum pumps located in MSFC's Wind Tunnel Facility,
Building 4732, to the contractor's facility for servicing. 1.1 The
contractor shall perform an assessment of the pumps to determine what
repairs are required in order for the pumps to meet the manufacturer's
original specifications. 1.2 Upon completion of the assessment, the
contractor shall send to the Contracting Officer and Technical Monitor
a quotation for the required repairs. The quotation shall contain a
firm-fixed-price, repair schedule, list of replacement parts required,
and warranty information. Repair of the pumps shall not begin until
the notification specified in Task 1.3 below is received. PHASE 11:
Authorization for Repairs and Return Shipment 1.3 The quotation shall
be reviewed by the Government before any repair work is authorized. The
Contracting Officer shall authorize repair work to begin by issuing a
modification to the Purchase Order which will specify the final price
of the Purchase Order, repair schedule, and any other inspection
requirements. 1.4 The contractor shall repair the pumps in accordance
with its quotation, as supplemented by any directions contained in the
modification to the Purchase Order identified in Task 1.3 1.5 The
contractor shall prepare for shipment and return the pumps to the
Government in accordance with the instructions provided in the Purchase
Order. Interested firms have 10 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
10 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
